Abstract

Pertumbuhan demografi dunia menyebabkan permasalahan kedatangan pengungsi menjadi tidak terkendali. Indonesia sebagai negara transit bagi pengungsi telah menyediakan Rumah Detensi Imigrasi (Rudenim), namun tidak mampu menerapkan ketegasan pemindahan, sehingga membuat mereka menetap menjadi imigran (WNI). Di sisi lain, negara ketiga/ penerima memperkecil jumlah penerimaan pengungsi sehingga semakin besar peluang untuk menetap dan meningkatkan risiko konflik dengan penduduk asli Indonesia. Pada rancangan ini, pendekatan temporary-cyclic architecture akan menjadi jawaban atas permasalahan tersebut, dengan tujuan memberi kebutuhan fundamental pengungsi untuk sementara, dan akan menjadi ketegasan pemahaman negara transit melalui objek arsitektural berupa shelter. Temporary-cyclic dibagi menjadi limitasi stresor internal (dari dalam user) yaitu dengan mengontrol ritme psikologis user dan stresor eksternal (siklus alam) yang melibatkan metode biomimetik pada mekanisme ekdisis kulit artropoda terhadap elemen arsitektur, yang keduanya mengatur durabilitas rancangan. Sedangkan dalam meminimalisir konflik sosial ekonomi dengan penduduk asli, lahan perancangan akan ditempatkan di wilayah laut teritorial Indonesia, yaitu di laut Bawean. Hasil rancangan menunjukkan upaya pembatasan durabilitas waktu tinggal pengungsi secara spasial dengan mengontrol cara kerja memori manusia, serta secara fisik berupa material hunian yang defisit kekuatan tariknya. Sehingga arsitektur dapat menjadi ketegasan waktu tinggal pengungsi dan dapat menerapkan makna transit yang sebenarnya, serta mendorong negara transit lain untuk menerapkan rancangan yang sama.

The world's demographic growth causing the problem of refugee arrivals to become uncontrollable. Indonesia as a transit country for refugees has provided Immigration Detention Centers, but it has not been able to implement the firm transference, thus making them settle as immigrants (WNI). On the other hand, the third or recipient country reduce receiving the number of refugees so that there is a greater chance of settling and increasing the risk of conflict with Indonesian natives. In this design, the temporary-cyclic architecture approach will be the answer for these problems, with the aim of providing the fundamental needs of refugees for a while and will be a firm understanding of transit countries through architectural objects in the form of shelters. Temporary-cyclic approach is divided into limiting internal stressors (from within the user) by controlling the user's psychological rhythm and external stressors (natural cycles) involving biomimetic methods on the mechanism of arthropod skin ecdysis to architectural elements, both of which regulate the durability of the design. Meanwhile, in minimizing socio-economic conflicts with native people, the site of the design will be placed in the territorial sea of Indonesia, named Bawean Sea. The design shows an effort to limit the durability of refugees’ residence time spatially by controlling the workings of human memory, as well as physically in the form of housing materials that have a deficit in tensile strength. So, Architecture can be a firmness of refugee residence time and can apply the real understanding of transit and encouraging other transit countries to apply the same design.
