Abstract

Kabupaten Madiun dikenal akan salah satu industri kreatif berupa oleh-oleh khas jajanan brem. Berdasarkan RIPPARKAB Kabupaten Madiun Tahun 2018-2025, Desa Kaliabu termasuk kedalam Kawasan Pengembangan Pariwisata Caruban Raya (KPPK) dengan fungsinya adalah untuk mengembangkan potensi budaya tradisi dan industri kreatif. Akan tetapi, potensi kepariwisataan di Desa Kaliabu belum digali secara maksimal. Terdapat permasalahan seperti kurangnya atraksi wisata pendukung, belum terpenuhinya sarana & prasarana pendukung pariwisata, kemampuan dan pengetahuan sumber daya masyarakat pada sektor pariwisata yang masih minim, serta hilangnya partisipasi generasi muda dalam regenerasi industri brem. Selain itu, belum aktifnya peran pokdarwis sebagai organisasi pengelola wisata mengakibatkan belum berjalannya kegiatan pariwisata di Desa Kaliabu. Oleh karena itu, tujuan dilakukannya studi ini adalah untuk merumuskan strategi prioritas pengembangan pariwisata kreatif brem di Kabupaten Madiun, tepatnya di Desa Kaliabu.
Penelitian ini menggunakan mix method (kualitatif-kuantitatif) melalui 3 tahapan analisis yang dilakukan dengan metode pengumpulan data primer yaitu observasi, in-depth interview, kuesioner dan metode pengumpulan data sekunder dari studi literatur dan survey instansi. Analisis pertama, merumuskan faktor internal (IFAS) dan faktor eksternal (EFAS) pengembangan pariwisata kreatif brem menggunakan metode Content Analysis. Kedua, menentukan bobot faktor IFAS dan faktor EFAS pengembangan pariwisata kreatif brem menggunakan metode AHP. Ketiga, merumuskan strategi prioritas pengembangan pariwisata kreatif brem di Desa Kaliabu dengan analisis IFAS & EFAS serta matriks SWOT.
Hasil dari penelitian, menunjukkan bahwa terdapat 14 faktor strength, 11 faktor weakness, 11 faktor opportunity dan 6 faktor threat. Masing-masing kriteria dan faktor tersebut memiliki bobot yang mempresentasekan insensitas kepentingannya menurut prefensi stakeholder. Dapat diketahui bahwa, strategi prioritas pengembangan pariwisata kreatif brem di Desa Kaliabu berada di kuadran I SWOT dengan nilai (0,599 ; 0,617), merupakan strategi progresif (menuju kearah kemajuan), dengan artian memiliki kekuatan dan peluang yang besar serta menguntungkan untuk dikembangkan. Terdapat 30 rumusan strategi pengembangan pariwisata kreatif brem di Desa Kaliabu dan terdapat 10 strategi yang menjadi prioritas, antara lain : Mengkreasikan produk brem yang inovatif melalui rasa, bentuk, kemasan dan khasiat, Mengembangkan atraksi wisata edukasi dengan melibatkan kreatifitas wisatawan, Memanfaatkan potensi lahan Desa Kaliabu untuk dikembangkan menjadi pusat pariwisata kreatif, Mengadakan event festival wisata yang mengangkat promosi kebudayaan dan produk dari Desa Kaliabu, Meningkatkan kualitas layanan prasarana dasar pariwisata dan aksesibilitas, Membangun sarana akomodasi pendukung pariwisata kreatif, Memberdayakan dan meningkatkan SDM kreatif melalui pelatihan dan bimbingan teknis, Melibatkan partisipasi masyarakat dalam sektor pariwisata sebagai potensi lapangan pekerjaan baru, Menggiatkan promosi dan penawaran paket pariwisata kreatif Desa Kaliabu, Mewujudkan sinergi melalui kerjasama dan penguatan peran lembaga internal atau eksternal.

Madiun Regency is known for one of the creative industries in the form of souvenirs unuqie of Brem snacks. Based on the RIPPARKAB of Madiun Regency in 2018-2025, Kaliabu Village is included in the Caruban Raya Tourism Development Area (KPPK) with its function being to develop the potential of traditional culture and creative industries. However, the tourism potential in Kaliabu Village has not been fully explored. There are problems such as the lack of supporting tourist attractions, the unfulfilled facilities and infrastructure for supporting tourism, the ability and knowledge of community resources in the tourism sector which is still minimal, as well as the loss of participation of the younger generation in the regeneration of the Brem industry. In addition, the inactive role of Pokdarwis as a tourism management organization has resulted in the absence of tourism activities in Kaliabu Village. Therefore, the purpose of this study is to formulate a priority strategy for developing Brem creative tourism in Madiun Regency, precisely in Kaliabu Village.
This study uses a mix method (qualitative-quantitative) through 3 stages of analysis carried out with primary data collection methods, there are observation, in-depth interviews, questionnaires and secondary data collection methods from literature studies and agency surveys. The first analysis is to formulate internal factors (IFAS) and external factors (EFAS) for the development of creative tourism in Brem using the Content Analysis method. Second, determine the value of the IFAS factor and the EFAS factor for the development of creative tourism in Brem using the AHP method. Third, formulate a priority strategy for developing Brem creative tourism in Kaliabu Village with IFAS & EFAS analysis and a SWOT matrix.
The results of the study indicate that there are 14 strength factors, 11 weakness factors, 11 opportunity factors and 6 threat factors. Each of these criteria and factors has a value that represents the intensity of its importance according to stakeholder preferences. It can be seen that the priority strategy for developing creative tourism of Brem in Kaliabu Village is in quadrant I SWOT with a value of (0.599; 0.617), is a progressive strategy (towards progress), which means it has great strengths and opportunities and is profitable to develop. There are 30 formulations of creative Brem tourism development strategies in Kaliabu Village and there are 10 priority strategies, including: Creating innovative Brem products through taste, shape, packaging and efficacy, Developing educational tourism attractions by involving the creativity of tourists, Utilizing the potential of Kaliabu Village land to be developed into a creative tourism center, Holding a tourism festival event that raises the promotion of culture and products from Kaliabu Village, Improving the quality of basic tourism infrastructure services and accessibility, Building creative tourism supporting accommodation facilities, Empowering and improving creative human resources through training and technical guidance, Involving participation community in the tourism sector as potential new jobs, Invigorate the promotion and offer of creative tourism packages in Kaliabu Village, Create synergies through cooperation and strengthening the role of internal or external institutions.
