Abstract

Tingginya arus peti kemas di Pelabuhan Tanjung Priok membuat perubahan pada struktur pasar persaingan terminal petikemas internasional dengan tingkat HHI sebesar 33% dan struktur pasar bergeser menjadi oligopoli setelah berdirinya terminal NPCT 1. Berdasarkan perubahan tersebut kemudian dimodelkan persaingan antar terminal petikemas internsional dengan menggunakan metode game theory dan penetapan tarif batas atas serta besaran margin maksimum yang dapat diambil oleh tiap terminal dengan menggunakan metode market-based pricing. Didapatkan tarif batas atas untuk terminal JICT adalah Rp341.534 dengan batas maksimum margin keuntungan 22% dari HPP atau kenaikan 21% dari tarif existing, tarif batas atas terminal TPK Koja adalah Rp364.746 dengan batas maksimum margin keuntungan 23% dari HPP atau kenaikan 19% dari tarif existing, dan tarif batas atas terminal NPCT 1 adalah Rp337.293 dengan batas maksimum margin keuntungan 24% dari HPP atau kenaikan 20% dari tarif existing.

The high flow of containers in Tanjung Priok Port made changes to the market structure of
international container terminal competition with an HHI rate of 33% and the market structure
shifted to oligopoly after the establishment of NPCT 1 terminal. Based on these changes, it is
modeled on competition between international container terminals using the game theory
method. The determination of upper limit tariffs and maximum margin amount that can be
taken by each terminal by using market-based pricing method. The upper limit tariff for the
JICT terminal is Rp 341,534 with a maximum profit margin limit of 22% of the cost or a 21%
increase from existing tariffs, TPK Koja terminal upper limit tariff is Rp 364,746 with a
maximum profit margin limit of 23% of cost or 19% increase of existing tariff, and NPCT 1
terminal upper limit tariff is Rp 337,293 with maximum profit margin limit of 24% of cost or
20% increase of existing tariff.
