Abstract

Indonesia adalah negara penghasil minyak sawit terbesar di dunia. Pada tahun 2019 produksi Crude Palm Oil (CPO) Indonesia menguasai 58,39% produksi secara global. Walaupun demikian, Indonesia belum memiliki pelabuhan hub untuk komoditas tersebut, sehingga CPO diekspor terlebih dahulu ke Malaysia, Singapura, dan Belanda sebelum dikirimkan ke negara tujuan. Penelitian ini bertujuan untuk menganalisis pengembangan Pelabuhan Kuala Tanjung menjadi pelabuhan hub komoditas CPO. Metode yang digunakan antara lain regresi, proyeksi, dan analisis gap. Hasil dari penelitian menunjukkan bahwa Pelabuhan Kuala Tanjung memiliki potensi untuk dikembangkan menjadi pelabuhan hub komoditas CPO. Berdasarkan pada deviasi biaya transportasi laut, terdapat potensi penarikan muatan pada 22 rute dengan total pasar muatan hub sebesar 63,96%. Pada 22 rute tersebut akan terdapat penurunan biaya satuan pengiriman CPO rata-rata hingga 17,62% apabila konsolidasi muatan dilakukan di Pelabuhan Kuala tanjung dibandingkan dikonsolidasi di pelabuhan hub eksisitng. Berdasarkan persentase penarikan muatan tersebut pada akhir jangka pendek akan terdapat potensi muatan CPO 2.583.720 ton, akhir jangka menengah 4.245.370 ton dan akhir jangka panjang 9.280.820 ton. Dengan adanya potensi tersebut maka pada akhir jangka menengah perlu adanya pengembangan pelabuhan karena nilai BOR sudah mencapai 75,23%. Pada jangka pendek Pelabuhan Kuala Tanjung hanya perlu menambah tangki CPO 55.741 m3 dan mengadakan fasilitas bunkering. Jangka menengah dibutuhkan penambahan volume tangki CPO 71.468 m3. Jangka panjang diperlukan pembangunan 2 unit jetty dan penambahan volume tangki penyimpanan CPO 216.574 m3. Total investasi yang dibutuhkan dalam pengembangan tersebut sebesar Rp. 5.247.507.881.713,88.

However, Indonesia does not yet have a hub port for these commodities. The CPO exported to Malaysia, Singapore, and the Netherlands before being sent to the destination country. This study aims to analyze the development of Kuala Tanjung Port into a CPO commodity hub port. The methods used include regression, projection, and gap analysis. The study results indicate that Kuala Tanjung Port has the potential to be developed as a CPO commodity hub port. Based on sea transportation costs, there are potential cargoes on 22 routes with a total hub cargo market of 63.96%. Suppose the cargo consolidation is carried out at the Kuala Tanjung Port, For these 22 routes. There will be a unit cost decreasing of CPO shipments by an average of up to 17.62%, consolidated at the existing hub port. Based on this excess, there will be a potential CPO load of 2,583,720 tons; in the medium term, 4,245,370 tons are estimated at the end of the long-term planning of 9,280,820 tons. There is a need for port development at the medium-term end because the BOR value has reached 75.23%. Kuala Tanjung Port only needs to add 55,741 m3 CPO tanks and provide bunkering facilities in the short term. In the medium term, an additional 71,468 m3 of CPO tank volume is required. In the long term, the construction of 2 jetty units and a CPO storage tank volume of 216,574 m3 is needed. The total investment required for the development is Rp. 5,247,507,881,713.88.
