Abstract

Study prediksi reliability telah dilakukan menggunakan failure data dari sistem turbin gas di PLTGU Cilegon. Dari study ini diperoleh nilai prediksi reliability peralatan subsistem pembentuk sistem turbin gas beserta nilai Failure Cost, Component Risk, dan Maintenance Cost yang kemudian diolah lebih lanjut untuk menghasilkan Budget Prioritization Score yang berguna untuk menyusun peringkat prioritas pengalokasian anggaran pemeliharaan ketika terjadi pembatasan nilai anggaran pemeliharaan peralatan di PLTGU Cilegon. Tesis ini juga bermuara pada kesimpulan bahwa semakin banyak failure yang dialami peralatan dalam satu rentang waktu pengamatan maka semakin rendah nilai prediksi reliability-nya. Selain itu diperoleh juga fakta bahwa subsistem dengan jumlah failure yang sama tapi dengan time to failure yang berbeda akan menghasilkan nilai reliability yang berbeda. Selain itu peringkat risiko subsistem yang diperoleh dari Component Risk (CR) tidak serta merta menjadi peringkat prioritas anggaran, peringkat ini dapat berubah ketika peringkat risiko tersebut dikombinasikan dengan Maintenance Cost (MC) menghasilkan peringkat prioritas anggaran yang lebih obyektif dengan konsideran yang lebih lengkap. Dan terakhir, availability peralatan dipengaruhi oleh perubahan nilai reliability dalam bentuk perubahan MTBF yang lebih mudah dipahami oleh pihak lain yang kurang familier dengan subyek ilmu Reliability Management. Metodologi yang mengkombinasikan antara prediksi reliability peralatan dengan prioritisasi anggaran pada tesis ini dapat digunakan juga di plant pembangkit listrik lainnya yang dominan mengelola aset fisik agar diperoleh asset life cycle management yang optimal tanpa mengorbankan kinerja dari peralatan di pembangkit listrik tersebut akibat keterbatasan anggaran pemeliharaan.

A reliability prediction study has been carried out using failure data from the gas turbine system at PLTGU Cilegon. From this study, the prediction value of the equipment reliability of the gas turbine subsystem was obtained along with the value of Failure Cost (FC), Component Risk (CR), and Maintenance Cost (MC) which is then processed further to produce a Budget Prioritization Score (BPS) which is useful for preparing priority rankings for the allocation of maintenance budgets when there is a limitation on the maintenance budget at PLTGU Cilegon. This thesis also leads to the conclusion that the more failures experienced by the equipment in one observation period, the lower the predictive value of its reliability. In addition, it also obtains a fact that subsystems with the same number of failures but with different times to failure will produce different reliability values. Furthermore, the subsystem risk rating obtained from Component Risk (CR) does not necessarily become a budget priority rating, this rating can change when the risk rating is combined with Maintenance Cost to produce a more objective budget priority rating with more complete considerations. And lastly, equipment availability is affected by changes in the reliability value in the form of changes in MTBF which are more easily be understood by other parties whom unfamiliar with reliability management science. The methodology that combines the prediction of equipment reliability with budget prioritization in this thesis can also be used in other power generation plants that predominantly manage physical assets in order to obtain optimal asset life cycle management without compromising the performance of the equipment in the power plant due to limited maintenance budgets.
