Abstract

Usai menandatangani perjanjian ambil alih Blok Rokan dari PT. Chevron Pacific Indonesia (CPI) pada 29 September 2020, pemerintah melalui PT. Pertamina Gas langsung melakukan perencanaan proses konstruksi Pipa Minyak Blok Rokan Riau. Proyek konstruksi dan pengadaan pipa minyak sepanjang 367 kilometer dengan diameter 4-24 inchi ini terbagi ke dalam dua bagian yakni, jalur utara yang menghubungkan Koridor Balam - Bangko - Dumai, serta jalur selatan yang menghubungkan Koridor Minas - Duri – Dumai. Proyek ini juga akan melewati lima kabupaten maupun kota, 14 kecamatan, dan 38 desa atau kelurahan yang kemudian diharapkan dapat menyerap lebih dari 75% tenaga kerja lokal. Studi ini melakukan penjadwalan ulang pada keterlambatan penyelesaian section 3 (KP 14+575 - KP 9+428) dengan menggunakan Critical Path Method (CPM) sehingga didapatkan jalur kritis keterlambatan, kemudian dilakukan metode What If Analysis dengan hasil perlu ditambahkan 9 orang pekerja atau 2 jam kerja tambahan untuk mempercepat kegiatan pushpull operation 24" dan 7 orang atau 2 jam tambahan untuk mempercepat kegiatan lowering 24", backfill, & reinstatement. Percepatan juga memerlukan biaya Rp. 28.213.333,- atau Rp. 82.800.000,- untuk percepatan kegiatan pushpull operation 24" dan Rp. 17.868.889,- atau Rp. 60.200.000,- untuk percepatan lowering 24", backfill, dan reinstatement.

After signing the agreement to take over the Rokan Block from PT. Chevron Pacific Indonesia (CPI) on 29th September 2020, the government through PT. Pertamina Gas immediately planned the construction process of the Rokan Riau Oil Pipeline. The construction and procurement project for the 367-kilometer oil pipeline with a diameter of 4-24 inches is divided into two lines, the northern route connecting the Balam - Bangko - Dumai Corridor while the southern route connecting the Minas - Duri - Dumai Corridor. This project will also pass through five regencies and cities, 14 sub-districts, and 38 villages which and expected to absorb more than 75% of the local workforce. This study will reschedule the late completion of section 3 (KP 14+575 - KP 9+428 ) by using the Critical Path Method (CPM) to obtained the critical path of the schedule, Then the What If Analysis method was carried out with the results that 9 workers or 2 additional work hours needed to be added to speed up the 24" pushpull operation and 7 people or 2 additional hours to speed up the 24" lowering, backfill & reinstatement activities. Acceleration also costs Rp. 28.213.333,- or Rp. 82.800.000,- for acceleration of pushpull operation 24" and Rp. 17,868,889,- or Rp. 60,200,000,- for acceleration of lowering 24", backfill, and reinstatement.
