Abstract

Industri pelayaran rakyat saat ini merupakan industri yang melayani jasa pengiriman barang khususnya ke wilayah Indonesia Timur yang menggunakan moda transportasi laut tradisional yaitu kapal pinisi. Saat ini kegiatan dalam industri pelayaran rakyat, baik dalam kepelabuhanan dan pelayaran masih menggunakan metode tradisional seperti kegiatan bongkar muat yang masih dibantu tenaga manusia, walaupun mayoritas sudah menggunakan crane kapal. Namun seiring dengan perkembangan jaman, pelayaran rakyat mulai ditinggalkan dikarenakan beberapa masalah seperti lamanya waktu pengiriman barang dikarenakan lamanya waktu tunggu di pelabuhan akibat menunggu muatan datang, waktu kedatangan kapal yang tidak pasti, pelayanan di perusahaan pelayaran yang masih belum berkembang sehingga tidak ada kepastian waktu bagi pengguna jasa untuk menentukan kapan bisa mengantarkan barang ke pelabuhan. Dari masalah–masalah tersebut, mengakibatkan banyaknya waktu kosong bagi kapal–kapal tersebut ketika sedang sandar di pelabuhan, sehingga berakibat pada produktivitas kapal–kapal tersebut.
Penelitian ini bertujuan untuk melihat dampak yang ditimbulkan dari adanya penerapan pusat logistik yang berakibat pada pastinya kedatangan barang Ketika barang tersebut akan diantarkan ke Pelabuhan untuk dimuat ke kapal. Penelitian ini dilakukan dengan membuat simulasi rantai logistik dengan bantuan aplikasi ARENA untuk melihat perbedaan dari hasil sebelum dan sesudah diterapnnya pusat logistic. Dari hasil perhitungan dan simulasi menunjukkan bahwa adanya peningkatan jumlah kapal yang sandar sebanyak 18 kali lipat lebih banyak dibandingkan pada kondisi sebelum diterapkannya pusat logistik, selanjutnya dilakukan perhitungan biaya manfaat (CBA) dengan menghitung kemungkinan biaya dan manfaat yang dihasilkan dari adanya penerapan pusat logistic, seperti pendapatan dari tarif sandar, pendapatan bagi TKBM, biaya pembangunan pusat logistic serta pemasukan yang didapat Ketika digunakan oleh pengguna jasa. Dari hasil penghitungan CBA menghasil rasio biaya dan manfaat (BCR) sebesar 2,23 yang menunjukkan bahwa penerapan pusat logistic pada industry pelayaran rakyat Gresik dapat dilaksanakan dan dapat memberikan manfaat bagi operasional pelabuhan pelarayan rakyat.

The traditional shipping industry is currently an industry that provides goods delivery services, especially to the eastern part of Indonesia using traditional sea transportation modes, namely phinisi ships. Currently, activities in the traditional shipping industry, both in ports and shipping, still use traditional methods such as loading and unloading activities that are still assisted by human labor, although the majority have used ship cranes. However, along with the times, traditional shipping began to be abandoned due to several problems such as the length of time for delivery of goods due to the long waiting time at the port due to waiting for the cargo to arrive, the ship's arrival time is uncertain, the service at the shipping company is still not developed so there is no certainty of time for shipping. service users to determine when to deliver goods to the port. From these problems, resulting in a lot of free time for these ships when they are docked at the port, thus resulting in the productivity of these ships.
This study aims to see the impact of the implementation of a logistics center which results in the sure arrival of goods when the goods will be delivered to the port to be loaded onto the ship. This research was conducted by making a logistics chain simulation with the help of the ARENA application to see the difference between the results before and after the implementation of the logistics center. From the calculation and simulation results show that there is an 18-fold increase in the number of ships that come to port compared to conditions before the implementation of the logistics center, then a cost benefit calculation (CBA) is carried out by calculating the possible costs and benefits resulting from the implementation of a logistics center, such as income from standard
tariffs, income for TKBM, costs of building a logistics center and income earned when used by service users. From the results of the CBA calculation, the benefit and cost ratio (BCR) is 2.23 which indicates that the implementation of the logistics center in the Gresik traditional shipping industry can be implemented and can provide benefits for the operation of the traditional shipping port.
