Abstract
Pertumbuhan penduduk di Kota Malang memberikan dampak peningkatan kebutuhan air minum. Untuk menjamin ketersediaan air minum, Perumda Air Minum Tugu Tirta Kota Malang berupaya untuk menurunkan Non Revenue Water (NRW). Data NRW yang didapatkan dari neraca air tahunan sebesar 28,57 % yang mengakibatkan kerugian sebesar 80 milyar per tahun. Tujuan penelitian ini adalah mengkaji kondisi DMA dengan tingkat NRW dibawah 25 % di Zona Mojolangu, mengkaji kondisi DMA yang masih tinggi diatas 25 % di Zona Mojolangu, melakukan analisis faktor-faktor penyebab tingginya angka Non Revenue Water (NRW) dan kontinuitas pengaliran air minum yang kurang maksimal pada District Meter Area (DMA) di wilayah Zona Mojolangu melalui pembuatan neraca air (water balance) dan simulasi perangkat lunak EPANET 2.2, melakukan analisis kelayakan investasi dan biaya operasional DMA di wilayah Zona Mojolangu, melakukan analisis strategi dalam peningkatan bagian kehilangan air terhadap penurunan Non Revenue Water (NRW).
Metode secara teknis yaitu pengendalian secara aktif seperti kegiatan steptest, pencarian kehilangan air komersial, neraca air dan simulasi jaringan distribusi eksisting menggunakan Epanet 2.2 untuk melakukan analisa hidrolik. Metode analisa pembiayaan dengan perhitungan NPV, IRR, BCR, PP. Metode analisa strategi dalam peningkatan bagian kehilangan air yaitu pengelolaan tekanan, pengendalian secara aktif, kecepatan dan kualitas perbaikan serta manajemen aset.
Hasil dari penelitian ini adalah penggunaan pipa HDPE salah satu upaya menekan kebocoran. DMA dengan NRW diatas 25 % terjadi kebocoran pada saat jam minimum. Penyebab NRW disebabkan konsumsi air tak bermeter 17,28 %, kehilangan air fisik 16,39 % dan kehilangan air non fisik 4,72 %. Biaya operasional dan nilai investasi layak dijalankan dengan NPV yaitu Rp. 9.350.245 > 0, IRR yaitu 10,2 % > Suku Bunga 7 %, BCR yaitu 2,4 > 1 dan PP yaitu 4 Tahun 3 Bulan. Upaya strategi bagian kelembagaan yaitu pengaturan PRV dengan penurunan tekanan pada jam minimum, kegiatan steptest dan penulusuran secara rutin dengan prioritas NRW, memenuhi target realisasi dengan memperhatikan kualitas perbaikan hingga selesai flushing, peningkatan pengelolaan aset.

Population growth in Malang city has an impact on increasing drinking water needs. To ensure the availability of drinking water, the Tirta Tugu Air Minum Perumda of Malang City is trying to reduce Non Revenue Water (NRW) which is water loss coupled with official consumption of no-legal based on the water balance by the International Water Association. NRW data obtained from the annual water balance of 28,57 % resulted in a loss of 80 billion per year. The purpose of this study is to examine the condition of DMA with NRW levels below 25 % in the Mojolangu Zone, review the condition of DMA which is still high above 25 % in the Mojolangu Zone, conduct an analysis of the factors causing high non-revenue water (NRW) and continuity of drinking water flow that is less than optimal in the District Meter Area (DMA) in the Mojolangu Zone area through the creation of water balance and EPANET software simulation 2.2, conducting an analysis of the feasibility of investment and operational costs of DMA in the Mojolangu Zone area, conducting a strategy analysis in optimizing the work team of the water loss section against the decline of Non Revenue Water (NRW).
Technical methods such as active control such as steptest activities, commercial water loss search, water balance and simulation of existing distribution networks use Epanet 2.2 to perform hydraulic analysis. Method of financing analysis with calculations of NPV, IRR, BCR, PP. Methods of strategy analysis in improving the water loss part are pressure management, active control, speed and quality improvement and asset management.
The result of this study is the use of HDPE pipes one of the efforts to prevent leakage. DMA with NRW above 25% on average there is a leak during minimum hours. The average component causing NRW is caused by 17,28% unmetered water consumption, 16,39% physical water loss and 4,72% non-physical water loss. Operating costs and investment value are worth running with NPV which is Rp. 9.350.245 > 0, IRR is 10,2 % > interest rate of 7 %, BCR which is 2,4>1 and PP is 4 years 3 month. Institutional strategy efforts are PRV arrangements with pressure reduction at minimum hours, steptest and smoothing activities regularly with NRW priorities, meet the realization target by paying attention to the quality of improvement until completion of flushing, improving asset management.
