Abstract

Permasalahan yang umum dialami dalam penyediaan air minum adalah rendahnya cakupan wilayah layanan karena terkendala oleh biaya. Berdasarkan Buku Kinerja BUMD Penyelenggara SPAM tahun 2020, biaya energi Perumda Air Minum Tugu Tirta Kota Malang melebihi rata-rata nasional yaitu mencapai Rp 472/m3. Instalasi Pompa Wendit 3 memberikan kontribusi biaya energi yang cukup besar untuk Perumda Air Minum Tugu Tirta Kota Malang yaitu Rp 621/m3 dengan nilai specific energy consumption (SEC) sebesar 0,5 kWh/m3. Nilai SEC tersebut melebihi standart <0,4 kWh/m3 sehingga sistem ini dikategorikan tidak efisien. Tujuan penelitian ini untuk mengkaji strategi peningkatan efisiensi energi di Instalasi Pompa Wendit 3 sehingga dapat mengurangi biaya energi operasional.
Peningkatan efisiensi energi pada sistem Instalasi Pompa Wendit 3 diidentifikasi dengan menganalisis daya pompa, efisiensi pompa dan konsumsi daya listriknya. Analisis tersebut dilaksanakan dengan mengukur dan mengevaluasi debit dan tekanan pompa serta mengukur konsumsi energi sistem. Kajian pada jaringan transmisi Wendit 3 juga dilakukan untuk memastikan kapasitas dan tekanan pompa untuk memasok air ke Tandon Mojolangu dan Tandon Buring Bawah. Dari hasil analisis tersebut dirancang strategi peningkatan efisiensi energi yang layak diterapkan baik dari aspek teknis maupun finansial.
Hasil penelitian didapatkan bahwa ada beberapa faktor penyebab tingginya konsumsi energi di Instalasi Pompa Wendit 3. Pertama, pompa memiliki efisiensi 49% dan SEC 0,42 kWh/m3. Kedua, faktor daya <0,8 sehingga terkena denda kVarh. Ketiga, pompa beroperasi 24 jam/hari sehingga terkena tarif waktu beban puncak (WBP). Strategi yang dilakukan untuk peningkatan efisiensi energi yaitu peningkatan efisiensi pompa dengan pembersihan filter dan impeller serta pengaturan ulang impeller, pemasangan kapasitor bank 400 kVAR 12 step serta pengaturan jam operasional pompa. Implementasi strategi peningkatan efisiensi energi dapat menurunkan biaya energi dari Rp 621,-/m3 menjadi Rp 411,-/m3 dengan modal investasi sebesar Rp 683.620.000,- dan payback period selama 1 bulan.

A common problem experienced in the provision of drinking water is the low coverage of services because it is constrained by cost. Based on the 2020 SPAM BUMD Performance Book, the energy cost of Perumda Air Minum Tugu Tirta Kota Malang is above the national average, which is 472/m3 rupiah. The installation of the Wendit 3 Pump contributes a high energy cost to the Perumda Air Minum Tugu Tirta Kota Malang, which is Rp. 621/m3 and the specific energy consumption (SEC) value is 0.5 kWh/m3. The SEC value exceeds the standard <0.4 kWh/m3 so this system is categorized as inefficient. The purpose of this study is to examine the strategy for increasing energy efficiency at the Pump Installation Wendit 3 so it can reduce operational energy costs.
Energy efficiency improvements in the Wendit 3 Pump Installation system can be identified by analyzing pump power, pump efficiency, and electric power consumption. The analysis was carried out by measuring and evaluating the discharge pump, pressure pump and measure the energy consumption of the system. A study on the Wendit 3 transmission network was also carried out to ensure the capacity and pressure of the pump can supply water to the Mojolangu and the Buring Bawah reservoir. From the results of these evaluations, a strategy for improving energy efficiency is designed that is feasible to be applied from both technical and financial aspects.
The results showed that there are several factors causing the high energy consumption in the Wendit 3 Pump Installation. First, the pump has an efficiency of 49% and SEC 0.42 kWh/m3 so that it is categorized as inefficient. Second, the power factor is <0.8 so it is subject to a kVarh fine. Third, the pump operates 24 hours/day so it is subject to peak load time (WBP) rates. Strategies that can be applied to increase energy efficiency are increasing pump efficiency by cleaning filter and impeller and resetting the impeller, installing a 400 kVAR 12 step capacitor bank and implementing pump scheduling. The implementation of the energy efficiency improvement strategy can reduce energy costs from Rp. 621,-/m3 to Rp. 411,-/m3 with an investment of Rp. 683.620.000,- and a payback period of 1 month.
