Abstract

PDAM Bandarmasih Kota Banjarmasin telah menerapkan upaya pengendalian kehilangan air dengan penerapan District Metered Area (DMA). Namun, tingkat air tak berekening yang terjadi di Wilayah 1 masih sebesar 37,74% dengan total kehilangan air fisik sebesar 30,32% (Desember 2020). Keterbatasan sumber daya menyebabkan PDAM tidak dapat melaksanakan kegiatan penurunan kehilangan air pada seluruh DMA yang telah dibentuk. Oleh sebab itu, diperlukan sebuah proses pemilihan DMA yang tepat untuk dijadikan prioritas dalam melakukan upaya penurunan kehilangan air yang terjadi.
Penentuan DMA prioritas dilakukan dengan menggunakan metode AHP (Analytical Hierarchy Process) untuk menentukan kriteria pemilihan dan pemeringkatan DMA yang memiliki kesiapan untuk pelaksanaan penurunan kehilangan air. Lima DMA yang memiliki nilai tertinggi merupakan DMA Prioritas yang terpilih. Selanjutnya dilakukan analisis Capex dan Opex kegiatan penurunan kehilangan air pada 5 (lima) DMA Prioritas tersebut.
Berdasarkan hasil analisis AHP, diperoleh 5 (lima) kriteria yang akan digunakan dalam proses pemeringkatan DMA, yaitu tekanan, kehilangan air, panjang pipa, kelompok pelanggan, dan luas wilayah. Hasil pemeringkatan DMA diperoleh 5 (lima) DMA prioritas untuk penurunan kehilangan air dengan urutan sebagai berikut: (i) DMA 420; (ii) DMA 130; (iii) DMA 404; (iv) DMA 412; dan (v) DMA 410. Total biaya capex dan opex pelaksanaan penurunan kehilangan air di 5 (lima) DMA prioritas sebesar Rp 463.877.708, dengan rincian kebutuhan biaya untuk DMA 420 sebesar Rp 118.025.731; DMA 130 sebesar Rp 35.611.032; DMA 404 sebesar Rp 69.775.332; DMA 412 sebesar Rp 90.425.034, dan DMA 412 sebesar Rp 150.040.578.

PDAM Bandarmasih Banjarmasin City has implemented water loss control by implementing the District Metered Area (DMA). However, Non-Revenue Water level that occurred in Region 1 was still at 37.74% with the level of real losses at 30,32% (December 2020). Limited resources have prevented PDAM from conducting water loss reduction activities in all of the existed DMAs. Therefore, an appropriate DMA selection process is needed.
Determination of priority DMA was conducted by using the AHP (Analytical Hierarchy Process) method to determine the selection criteria and the ranking of DMAs that have the readiness to implement water loss reduction. The five DMAs with the highest scores were Priority DMAs selected for the implementation of water loss reduction activities. Furthermore, Capex and Opex analysis of water loss reduction activities were conducted for 5 (five) Priority DMAs.
Based on the results of the AHP analysis, there were 5 (five) criteria that would be used in the process of DMA ranking, namely water pressure, water loss, pipe length, customer group, and area. Based on the results of the DMA ranking, there were 5 (five) priority DMAs for water loss reduction in the following order: (i) DMA 420; (ii) DMA 130; (iii) DMA 404; (iv) DMA 412; and (v) DMA 410. The total cost of capex and opex for water loss reduction in 5 (five) priority DMAs was Rp. 463.877.708, with the requirement cost for DMA 420, DMA 130, DMA 404, DMA 412, and DMA 410 were Rp 118.025.731; Rp 35.611.032; Rp 69.775.332; Rp 90,425,034, and Rp 150.040.578, respectively.
