Abstract

Proyek Entry Into Service (EIS) dijalankan saat sebuah maskapai akan mengoperasikan jenis pesawat baru. Dalam proses EIS, initial provisioning (IP) merupakan tahapan penting yang bertujuan untuk mempersiapkan pemenuhan kebutuhan suku cadang pesawat guna mengatasi irregularities yang dapat terjadi dalam satu tahun masa operasi pesawat. Diantara suku cadang yang perlu dipersiapkan, jenis rotable perlu mendapatkan perhatian khusus mengingat investasi pengadaan untuk suku cadang rotable menduduki urutan terbesar kedua dalam struktur direct maintenance cost. Untuk menentukan strategi pengadaan dan repair yang efektif serta efisien, maskapai perlu memastikan di dalam proses initial provisioning bahwa suku cadang rotable terpilih adalah suku cadang prioritas yang signifikan untuk keberlangsungan operasional pesawat.
Penelitian ini didasarkan pada studi kasus proyek entry into service pesawat A330neo Garuda Indonesia, dengan tujuan untuk menyusun model inventori multi-kriteria yang mampu mengidentifikasi suku cadang rotable prioritas berdasarkan kriteria-kriteria yang dianggap signifikan. Model inventori multi-kriteria dibangun menggunakan kombinasi metode Analytic Hierarchy Process (AHP) dan Technique for Order Preferences by Similarity to The Ideal Solution (TOPSIS) untuk menyusun prioritas suku cadang rotable dalam Recommended Spare Part List (RSPL). Selanjutnya analisis ABC multi-kriteria diterapkan untuk mengklasifikasikan suku cadang ke dalam tiga kelas A, B, dan C yang ditentukan berdasarkan peringkat suku cadang rotable. Berdasarkan hasil klasifikasi suku cadang rotable dapat dikembangkan lima strategi untuk merespon kebutuhan pengadaan dan repair suku cadang rotable.
Dengan menerapkan model inventori multi-kriteria untuk suku cadang rotable, volume pengadaan menjadi 80% lebih efisien karena difokuskan pada suku cadang prioritas. Biaya pengadaan suku cadang rotable dapat dihemat sebesar 38,34% dengan toleransi resiko operasional maksimal sejauh 13%. Dengan menerapkan model yang telah terkomputerisasi, proses penyelesaian evaluasi RSPL yang sebelumnya membutuhkan waktu 5 bulan kini dapat diselesaikan hanya dalam 25 detik.

Entry Into Service (EIS) is initiated when an airline is about to operate a new type of aircraft, while Initial Provisioning (IP) is part of EIS that aims to prepare spare parts readiness for unexpected irregularities during one year of aircraft operation. Considering its position as the second largest in airline's direct maintenance cost structure, rotable type deserves for distinctive treatment among the rest. In order to determine an effective and efficient procurement and repair strategy, airlines need to ensure that the rotable spare parts selected during initial provisioning process are the significant priority spare parts for the continuity of aircraft operations.
This research is based on a case study of entry into service project of Garuda Indonesia A330neo aircraft, with the objective to develop a multi-criteria inventory model capable of finding priority rotable spare parts based on significant criteria defined by the airline. The multi-criteria inventory model is built by the combination of the Analytic Hierarchy Process (AHP) and Technique for Order Preferences by Similarity to The Ideal Solution (TOPSIS) to rank the rotable spare parts of Recommended Spare Part List (RSPL). Multi-criteria ABC analysis is applied to classify rotable spare parts into three classes A, B, and C based on spare part ranking. Five strategies to respond the needs of procurement and repair is then developed following the classification result.
The implementation of multi-criteria inventory model for rotable spare part focuses on priority spare parts on which 80% more efficient in procurement volume. The cost for procurement can be saved up to 38,34% with 13% maximum tolerance in operational risk. As the benfit of having computerized model, the evaluation of RSPL can be finalized in 25 second while the earlier process may consume up to 5 months of working days.
