Abstract

Pengadaan barang/jasa secara elektronik (E-Procurement) adalah suatu proses pengadaan barang/jasa yang dilakukan secara elektronik yang memanfaatkan perkembangan Teknologi Informasi dan Komunikasi (TIK) melalui Layanan Pengadaan Secara Elektronik (LPSE) atau disebut Sistem Pengadaan Secara Elektronik (SPSE). Secara mandiri Pemerintah Daerah Mojokerto menerapkan pelaksanaan E-Procurement sejak tahun 2019. Menurut Pasal 1 Peraturan Presiden No. 4 Tahun 2015 tentang Pengadaan Barang dan Jasa yaitu Layanan Pengadaan Secara Elektronik yang selanjutnya disebut LPSE adalah unit kerja K/L/D/I yang dibentuk untuk menyelenggarakan sistem pelayanan Pengadaan Barang/Jasa secara elektronik.
Manfaat dari pengadaan barang/jasa secara elektronik yaitu meningkatnya transparansi, efektivitas, efisiensi, akuntabilitas, kemudahan akses pasar dan membuat persaingan usaha yang sehat, dan kebutuhan akses informasi yang cepat untuk mendukung dalam pelaksanaan Good Governance. Bila ditinjau dari segi waktu dan biaya bahwa sistem elektronik mampu memangkas hal tersebut karena pelelangan dapat diakses di mana saja, contohnya informasi pengumuman yang di tulis pada koran atau media lainnya yang terhambat oleh waktu distribusi yang cukup lama dapat untuk sampai ke pada peserta dapat dipangkas menjadi bisa diakses kapan saja dan di mana saja melalui laman Layanan Pengadaan Secara Elektronik (LPSE) di Kabupaten Mojokerto cukup bermodalkan dengan perangkat dan koneksi internet. Mengingat bahwa penerapan sistem E-Procurement di Pemerintah Daerah Kabupaten Mojokerto cukup baru serta muncul terjadinya dugaan kasus korupsi pada sektor pengadaan barang dan jasa konstruksi sehingga perlu dilakukan analisis kinerja proses pengadaan barang/jasa pada pekerjaan konstruksi menggunakan sistem E-Procurement yang diterapkan sudah mempunyai kinerja sesuai dengan sesuai dengan Peraturan yang ada dan penerapan Good Governance.
Dari hasil penelitian didapatkan bahwa kinerja pelaksanaan E-Procurement yang ada di Pemerintah Daerah Kabupaten Mojokerto bahwa Penerapan E-Procurement serta Good Governance membawa dampak positif dan signifikan terhadap kinerja sistem E-Procurement sebesar 54,1%. Sehingga kinerja sistem E-Procurement yang ada di Pemerintah Daerah Kabupaten Mojokerto sudah baik dan sesuai peraturan yang ada.

Electronic procurement of goods/services (E-Procurement) is a procurement process of goods/services which is supported by electronic that utilize from development of Comunication and Information Technology (CIT) through Layanan Pengadaan Secara Elektronik (LPSE). Independently The Goverment of Kabupaten Mojokerto apply the use of E-Procurement since 2019. According to Pasal 1 Peraturan Presiden No. 4 Tahun 2015 About Pengadaan Barang dan Jasa yaitu Layanan Pengadaan Secara Elektronik that called LPSE is work unit K/L/D/I that created to organize the system of electronic procurement of goods/services.

Benefit from Electronic procurement of goods/services is increasing transparency, efectiveness, eficiency, accountability, easible market access and make business competition healthier , and need for quick access information support the implementation of Good Governance. When we see from cost and time aspect that Electronic system can decrease the using of cost and time because electronic auction can accessed from anywhere, example like an announcement information which is written on newsletter or another media are affected by time distribution that take time too long to make the information come into the participant can be cut to anywhere access possible and anytime through Website Layanan Pengadaan Secara Elektronik (LPSE) in Kabupaten Mojokerto only need a device and internet connection. To reminder that Electronic procurement of goods/services in Regional Government Kabupaten Mojokerto likely new also found that corruption cases on procurement on construsction service , so that need to do some analysis performance of Electronic procurement proses on costruction service when use E-Procurement system that applied already meet the performance requirement from regulations and Good Governance.

From research can inform that performance implementation E-Procurement which exist in Regional Government Kabupaten Mojokerto that application of E-Procurement and Good Gorvernance bring good impact and significant to performance of E-Procurement 54,1%. So that performace implementation of E-Procurement in Regional Government Kabupaten Mojokerto already in a good state and corresponding to existing regulations.
