Abstract

Bandar udara adalah kawasan di daratan dan/atu perairan dengan batas-batas terttentu sebagai tempat pesawat udara mendarat dan lepas landas yang dilengkapi dengan fasilitas keselamatan dan keamanan penerbangan. Gubernur Provinsi Riau mengusulkan mengenai relokasi bandar udara Sultan Syarif Kasim II kepada Menteri Perencana Pembangunan Nasional Republik Indonesia untuk dimasukkan kedalam Rencana Pembangunan Jangka Menengah Nasional (RPJMN) tahun 2020-2024. Pada penelitian ini menggunakan metode pembobotan Analytic Network Process (ANP) dengan parameter kepadatan penduduk, ketinggian lahan, curah hujan, tutupan lahan, dan kerawanan banjir. Lokasi studi penelitian terletak Kabupaten Kampar yang merupakan berbatasan dengan wilayah selatan Kota Pekanbaru dengan luas wilayah sebesar 11.289,28 km2. Alasan pemilihan Kabupaten Kampar sebagai lokasi adalah karena bentuk topografi dengan ketinggian yang cukup rendah dan memiliki jumlah lahan kering yang cukup luas. Sehingga, Kabupaten Kampar dinilai baik digunakan untuk relokasi Bandar Udara Sultan Syarif Kasim II.
Berdasarkan hasil pengolahan pembobotan metode Analytic Network Process yang dilakukan, parameter ketinggian lahan pengaruh lebih besar dalam penentuan lokasi bandar udara dengan bobot sebesar 0,43. Hasil tersebut kemudian dilakukan overlay metode weighted overlay, sehingga didapatkan tiga kelas potensi kesesuaian lokasi bandar udara yaitu potensi sangat sesuai, sesuai, dan tidak sesuai. Dari hasil potensi kesesuaian lokasi bandar udara menghasilkan tiga lokasi alternatif, kemudian dilakukan pemilihan lokasi rekomendasi untuk relokasi Bandar Udara Sultan Syarif Kasim II yaitu Kelurahan Kota Garo, Kecamatan Tapung Hilir. Lokasi rekomendasi tersebut kemudian dilakukan analisis kesesuaian terhadap Rencana Tata Ruang Wilayah Kabupaten Kampar Tahun 2019-2039. Pada hasil analisis kesesuaian lokasi bandara udara terhadap Rencana Tata Ruang Wilayah Kabupaten Kampar, Kelurahan Kota Garo yang terletak di Kecamatan Tapung Hilir dinilai sesuai sebagai lokasi bandar udara.

An airport is an area on land and/or waters with certain boundaries as a place for aircraft to land and take off equipped with aviation safety and security facilities. The Governor of Riau Province proposed the relocation of Sultan Syarif Kasim II airport to the Minister of National Development Planning of the Republic of Indonesia to be included in the National Medium-Term Development Plan (RPJMN) for 2020-2024. In this study using the Analytic Network Process (ANP) weighting method with parameters of population density, land elevation, rainfall, land cover, and flood susceptibility. The research study location is located in Kampar Regency which is bordered by the southern region of Pekanbaru City with an area of 11,289.28 km2. The reason for choosing Kampar Regency as the location is because of its topography with a fairly low elevation and a large amount of dry land. Thus, Kampar Regency is considered good for the relocation of Sultan Syarif Kasim II Airport.
Based on the results of the weighting of the Analytic Network Process method, the land height parameter has a greater influence in determining the location of the airport with a weight of 0.43. The results are then overlaid with the weighted overlay method, so that three classes of potential suitability for airport locations are obtained, namely the potential for very suitable, suitable, and not suitable. From the results of the potential suitability of the airport location, three alternative locations were selected, then a recommendation location was chosen for the relocation of Sultan Syarif Kasim II Airport, namely Kota Garo Village, Tapung Hilir District. The location of these recommendations is then carried out a conformity analysis of the Kampar Regency Spatial Plan for the Year 2019-2039. The results of the analysis of the suitability of the airport location to the Kampar Regency Spatial Plan, Garo City Village, which is located in Tapung Hilir District, are considered suitable as an airport location.
