Abstract

kar Timur yang beroperasi sejak 12 Desember 2015. TPST tersebut melayani pengolahan sampah dari Kecamatan Sidoarjo,
Candi, dan Buduran dengan total 6.510 KK. Kondisi yang ada di TPST Lingkar Timur masih belum sesuai dengan Permen PU
nomor 03/PRT/M/2013, karena belum memiliki zona penyangga, sistem pengendalian pencemaran lingkungan, dan instalasi
pengolahan. Selain itu, TPST Lingkar Timur juga belum memiliki tempat penyimpanan sampah yang sudah terpilah. Penelitian ini bertujuan untuk: (1) mengukur kuantitas dan komposisi sampah yang diolah di TPST Lingkar Timur, (2) mengevaluasi kondisi eksisting pengelolaan sampah di TPST Lingkar Timur, dan (3) merencanakan ulang desain dan optimasi pengelolaan sampah di TPST Lingkar Timur, meliputi dari aspek teknis dan finansial.
Perencanaan diawali dengan kegiatan survei dan sampling untuk mendapatkan data berupa kuantitas sampah yang ditangani, data komposisi sampah, densitas sampah, potensi daur ulang sampah, juga kondisi sarana serta prasarana yang ada. Perencanaan didasarkan pada aspek teknis dan aspek finansial. Aspek teknis dilakukan evaluasi sistem pengelolaan sampah, perhitungan komposisi dan recovery, kebutuhan tenaga kerja, serta optimasi sistem dan fasilitas pengelolaan sampah di TPST Lingkar Timur. Dalam aspek finansial, dibahas mengenai
kebutuhan biaya investasi dan kebutuhan biaya operasional dan
pemeliharaan.
Hasil penelitian menunjukkan komposisi sampah yang masuk ke TPST terdiri atas sampah sisa makanan dan kebun (44,6%), plastik (30,92%), kardus/karton (9,82%), kain (1,90%), kaca (1,16%), logam (0,60%), karet/kulit 0,44%, B3 rumah tangga
(0,2%) dan lain-lain (10,37%). Selain itu terdapat fasilitas lain yang tidak tercatat pada Permen PU nomor 03/PRT/M/2013 yaitu fasilitas berupa kamar tidur petugas, dapur, dan warung. Optimasi pengelolaan sampah dilakukan hanya dengan
mengolah jenis sampah kering (plastik, kaca, logam, karet/kulit). Pemilahan dilakukan dengan kecepatan 80 kg/jam/orang agar mencapai nilai reduksi hingga 35,82% sehingga memenuhi target pengurangan sampah Jakstrada Kabupaten Sidoarjo tahun 2025. Sampah sisa makanan dan kebun dikelola di TPA untuk menghasilkan biogas yang dalam skala besar dapat menjadi sumber energi listrik. Luas lahan optimasi yang dibutuhkan untuk melakukan optimasi yaitu 2.931,4 m2 dan dibutuhkan tenaga kerja berjumlah 50 orang. Dengan sistem yang sama, luas lahan yang tersedia dapat melayani sampah hingga 6.825 KK dan 36 fasilitas umum dari 6.467 KK dan 35 fasilitas umum. Biaya investasi dan operasional yang dibutuhkan diperkirakan hingga Rp1.734.444.720 dan Rp2.290.453.690/tahun. Potensi pemasukan dari penjualan dan retribusi yaitu Rp306.152.422/bulan. The Sidoarjo Regency Government has built TPST Lingkar Timur which has been operating since December 12, 2015. The TPST serves solid waste from Sidoarjo, Candi, and Buduran sub-districts with a total of 6,510 households. The existing condition in the TPST Lingkar Timur has not been in accordance with the Minister of Public Works Regulation number 03/PRT/M/2013, because they do not have a buffer zone, environmental pollution control system, and processing installations. In addition, the East Lingkar TPST also does not have a segregated solid waste storage area. This study aims to: (1) measure the quantity and composition of solid waste processed in the Lingkar Timur TPST, (2) evaluate the existing condition of solid waste management in the Lingkar Timur TPST, and (3) redesign the design and optimization of solid waste management in the Lingkar TPST. East, covering the technical and financial aspects.
This study was started with survey and solid waste sampling activities to obtain data in the form of quantity of solid waste handled, composition, density, solid waste recycling potential, and condition of existing facilities and infrastructure. This research was conducted by considering the technical and financial aspects. In the technical aspect, an evaluation of the solid waste management system was carried out, composition and recovery calculations, labor requirements, and optimization of solid waste management systems and facilities at the East Lingkar TPST. Evaluation of financial aspect was carried out by calculating investment, operational, and maintenance costs.
This study showed that solid waste that entered the TPST Lingkar Timur consisted of food and garden waste (44.6%), plastic (30.92%), cardboard (9.82%), cloth (1.90%), glass (1.16%), metal
(0.60%), rubber/leather 0.44%, household hazardous waste (0.2%) and others (10.37%). In addition, there are other facilities that were not listed in the Minister of Public Works Regulation number 03/PRT/M/2013, namely facilities in the form of bedrooms, kitchens, and food court.
During optimization, the solid waste being managed at the TPST was limited to rubbish types (plastic, glass, metal, rubber/leather) only. Optimization was carried out with a sorting rate of 80kg/hour/person in order to achieve a reduction value of up to 35.82%, and to meet the solid waste reduction target of Sidoarjo Regency in 2025. All food and garden waste would be disposed of at solid waste landfill. The generated biogas could be used for energy source. The optimized land area became 2,931.4m2 from 3,094 m2, and the estimated workforce of 50 people. The optimized TPST can serve solid waste up to 6,825 householders and 36 public facilities from 6,467 householders and 35 public facilities. The estimated investment cost was Rp1.734.444.720 and operating cost was Rp2.290.453.640/year. The potential income from sale and user fees were Rp306,152,422/month. According to NPV calculation the optimized TPST was considered financially feasible
