Abstract
Saat ini, 70% kebutuhan LPG nasional dipenuhi dengan impor sehingga membebani anggaran negara. Pemerintah kemudian merencanakan substitusi LPG dengan DME yang dapat di produksi secara mandiri dengan kapasitas 1,4 juta MT per tahun. Dalam penelitian ini dilakukan perencanaan distribusi DME meliputi rute distribusi dari kilang DME di Tanjung Enim ke Loading Port, perencanaan transportasi laut dari Loading Port menuju Discharging Port, perencanaan tangki timbun DME, dan distribusi pengguna akhir sehingga dapat dihasilkan perencanaan yang optimum dengan mempertimbangkan aspek finansial. Dengan adanya variabel ketidakpastian berupa permintaan, harga, dan jarak, model transportasi ini harus dilakukan secara stokastik. Dengan permasalahan tersebut, penelitian dilakukan dengan bootstrapping pada proyeksi permintaan, kemudian dengan metode Latin Hipercube Sampling pada OptQuest dilakukan pemodelan transportasi laut menggunakan metode Vehicle Routing Problem. Fungsi objektif pada model transportasi yang dibuat adalah meminimalkan biaya. Berdasar simulasi, didapati unit biaya transportasi laut terendah pada scenario DME-50 untuk kepentingan Umum wilayah Sumatera pada rentang Rp. 558.420 ± Rp. 24.072 per MT. Pemilihan scenario didasarkan pada Landed Cost, sehingga terpilih scenario DME-20 untuk kepentingan Umum dengan Landed Cost setara 1 MT LPG pada rentang Rp. 13.518.402 ± Rp. 797.931.

Currently, 70% of the national LPG needs are met with imports, burdening the state budget. The government then planned the substitution of LPG with DME which can be produced independently with a capacity of 1.4 million MT per year. DME distribution planning in this study includes the land distribution of DME from refineries in Tanjung Enim to Loading Ports, sea transportation planning from Loading Ports to Discharging Ports, DME storage tank planning, and end-user distribution. The purpose of this study is to find the optimal planning by considering the financial aspects. Using uncertain variables including demand, prices, and distance, this transportation model must be done stochastically. This research was done by bootstrapping the projection of uncertain variables, with the Latin Hypercube Sampling method on OptQuest, marine transportation modeling can be conducted using the Vehicle Routing Problem method. The objective function of the transportation model is to minimize costs. Based on simulation, the lowest unit cost of sea transportation is found in the DME-50 for General Public Use in Sumatera Scenario within range of Rp. 558,420 ± Rp. 24,072 per MT. However, the scenario selection is based on Landed Cost, therefore the chosen scenario is DME-20 for General Public Use within range of Rp. 13,518,402 ± Rp. 797,931 per 1 MT equivalent LPG.
