Abstract

Penggunaan BBM pada sektor transportasi diperkirakan akan meningkat sampai 70%-80% dari total konsumsi energi nasional atau meningkat melebihi angka Rp 550 Trilyun di tahun 2025. Hal ini memicu kualitas udara perkotaan yang buruk akibat dari emisi karbon yang dihasilkan kendaraan ICE (Internal Combustion Engines). Konservasi pemakaian energi pada sektor transportasi dari bahan bakar fosil ke bentuk energi lain yang lebih ramah ringkungan adalah salah satu upaya Pemerintah Indonesia untuk mengurangi dampak negative tersebut. PT PLN Persero sebagai perusahaan BUMN yang ditunjuk melalui Perpres Nomor 55 Tahun 2019 sebagai penyedia infrastruktur KBL Berbasis Baterai pertama kali harus mampu mendukung percepatan implementasi ekosistem kendaraan listrik melalui penyediaan infrastruktur stasiun pengisian kendaraan listrik dalam jumlah yang cukup, handal dan mudah dijangkau. Model matematis pada penelitian ini dibangun dengan menggunakan pengembangan dari model maximal covering location problem. Fungsi tujuan utama dalam penelitian ini adalah memaksimalkan revenue melalui penentuan jumlah dan lokasi Stasiun Pengisian Kendaraan Listrik Umum di Kota Surabaya. Jenis kendaraan yang diakomodasi dalam model adalah kendaraan listrik roda 2 dan kendaraan listrik roda 4 yang terdaftar dalam aset Badan Pendapatan Daerah Provinsi Jawa Timur. Model matematis dijalankan menggunakan microsoft excel dengan bantuan opensolver. Empat skenario dijalankan berdasarkan waktu tempuh maksimal dari titik asal ke kandidat SPKLU yaitu 22 menit, 25 menit, 30 menit dan 48 menit. Berdasarkan hasil penelitian empat skenario didapatkan hasil yang sama untuk kandidat SPKLU terpilih sebanyak 3 lokasi yaitu SPKLU 1, SPKLU 4, dan SPKLU 9/10. Revenue terbesar yang dihasilkan dari empat skenario sebesar Rp 21,631,256,- per hari dengan SPKLU sebanyak 3 unit.

The use of fuel in transportation sector was estimated to increase up to 70 – 80% of the total national energy consumption. It contributed by economic and social development which increase the expansion of transportation. This rising consumption will reached 550 trillion rupiah in 2025. This condition triggers poor urban air quality simutaneously as a result of carbon emissions motorized transportation. Energy conservation program in the transportation sector from fossil fuels to other forms of energy that are more environmentally friendly is one of the Indonesian Government's efforts to reduce these negative impacts of fuel consumptions. PT PLN Persero as a state-owned company appointed through Presidential Decree No. 55 year of 2019 as a provider of battery-based EV infrastructure must be able to support the acceleration of Indonesia electric vehicle ecosystem through provision electric vehicle charging station infrastructure in sufficient, reliable and ease to access by quantitie. In this study, location optimization model is developed from maximal covering location problem. The objective function of the model aims to maximize revenue by determining the number and location of Public Charging Station in Surabaya city. Two types of vehicle which accommodated in this model are electric motorcyle and electric car which registered in Badan Pendapatan Daerah East Java Province. The mathematical model is run on Microsoft excel with opensolver add-in. Four scenario based on maximum travel time from the point of origin to the SPKLU candidate namely 22 minutes, 25 minutes, 30 minutes, and 48 minutes. The same results from four scenario were obtained for 3 selected SPKLU candidates, namely SPKLU 1, SPKLU 4, and SPKLU 9/10. The total revenue gained from the three scenarios was Rp 21,631,256,- per day with 3 units of SPKLU.
