Abstract
PT. Petrokimia Gresik akan membangun sebuah Jetty dikarenakan adanya penambahan kapasitas produksi yang memungkinkan adanya kapal-kapal besar bersandar di lokasi tersebut. Pembangunan serta pengoperasian jetty tersebut berlokasi di perairan Gresik dan bertepatan dengan lokasi pipa 14” milik PT. Pertamina Hulu Energi West Madura Offshore. Dalam industry oil and gas, pipeline memegang peranan yang sangat penting yaitu berfungsi sebagai penyalur fluida minyak maupun gas yang merupakan produk utama dari industri tersebut. Tetapi pada tahapan pembangunan maupun pengoperasian jetty tersebut terdapat kemungkinan risiko bahaya yang terjadi pada pipa disekitarnya. Risiko bahaya tersebut dapat diakibatkan oleh aktivitas kapal yang melintas yaitu dropped anchor, dragged anchor, dan ship sinking. Serta memungkinkan adanya risiko bahaya seperti aktivitas kapal dan aktivitas manusia, internal corrosion, material fatigue, serta faktor human error yang dapat mengakibatkan kesalahan operasi. Pada Tugas Akhir ini menggunakan metode scoring system milik Kent Muhlbauer serta penilaian risiko menggunakan standar DNV-RP-F107. Kaitan antara hazard dropped anchor, dragged anchor, dan ship sinking pada Standar DNV-RP-F107 dengan Metode Kent Muhlbauer terletak pada salah satu index yaitu Third Party Damage Index. Setelah diperoleh hasil dari perhitungan menggunakan metode Kent Muhlbauer, didapatkan Relative Risk sebesar 8.992 yang memiliki letak risk level berada pada posisi “Medium” yang berarti memiliki tingkat risiko sedang. Sedangkan untuk penilaian risiko menggunakan standar DNV-RP-F107 pada jenis kapal Tugboat dan Barge 5000 DWT dengan variasi kecepatan 0,25 knot, 0,5 knot, dan 0,75 knot dengan risiko bahaya akibat dropped anchor dan dragged anchor memiliki tingkat risiko pada kondisi acceptable. Sedangkan risiko bahaya akibat ship sinking memiliki risiko pada kondisi ALARP (As Low As Reasonably Practice). Serta direkomendasikan mitigasi risiko antara lain memberi concrete thickness, memasang buoy sebagai penanda keberadaan pipa, menambahkan sign terkait keberadaan pipa, serta melakukan inspeksi atau patroli di sepanjang jalur pipa saat kegiatan operasi jetty berlangsung.

The construction and operation of the jetty is located in Gresik waters and coincides with the location of the 14” pipeline belonging to PT. Pertamina Hulu Energi West Madura Offshore. In the oil and gas industry, the pipeline has a very important role, which is to function as a distributor of oil and gas fluids, which are the main products of the industry. However, at the stage of construction and operation of the jetty, there is a possible risk of danger to the surrounding pipes. These hazards can be caused by the activities of passing ships, there are dropped anchors, dragged anchors, and ship sinking. It also allows for hazard risks such as ship activities and human activities, internal corrosion, material fatigue, and human error factors that can lead to operating errors. In this final project using Kent Muhlbauer's scoring system method and risk assessment using the DNV-RP-F107 standard. The correlation between hazard dropped anchor, dragged anchor, and ship sinking in the DNV-RP-F107 Standard with the Kent Muhlbauer Method is Third Party Damage Index. After obtaining the results of the calculations using the Kent Muhlbauer method, obtained a Relative Risk of 8,992 which has a risk level position of "Medium" which means it has a moderate level of risk. As for the risk assessment using the standard DNV-RP-F107 on the type of Tugboat and Barge 5000 DWT with variations in speed of 0.25 knots, 0.5 knots, and 0.75 knots with the risk of danger due to dropped anchors and dragged anchors, the risk level is at acceptable condition. While the risk of danger due to ship sinking has a risk in the ALARP (As Low As Reasonably Practice) condition. It is also recommended that risk mitigation include providing concrete thickness, installing a buoy as a marker for the presence of the pipe, adding a sign regarding the existence of the pipe, and conducting inspections or patrols along the pipeline during jetty operations.
