Abstract

Salah satu kewajiban Satuan Kerja (Satker) di ruang lingkup Direktorat Jenderal Perbendaharaan menatausahakan seluruh transaksi yang berkaitan dengan penggunaan dana APBN dalam rangka pelaksanaan anggaran satuan kerja. Salah satu tujuan dari penatausahaan transaksi tersebut adalah menghasilkan laporan keadaan kas dan realisasi anggaran yang akurat dan dapat dipertanggungjawabkan. Direktorat Jenderal Perbendaharaan Negara telah meluncurkan berbagai jenis aplikasi dalam rangka penatausahaan transaksi satuan kerjanya (satker). Tujuannya adalah menghasilkan laporan keadaan kas dan realisasi anggaran yang akurat dan dapat dipertanggungjawabkan. Beberapa aplikasi yang telah tersedia saat inibelum terintegrasi antara satu dengan lainnya. Hal tersebut tentu saja menjadi sebuah penghambat bagi pencapaian efisiensi dan efektifitas pengelolaan data dan transaksi. Pada pengerjaan tugas akhir ini dikembangkan sebuah Aplikasi Sistem Informasi Pengelolaan Keuangan Negara (SIAPKAN) yang terfokus pada Modul Administrasi. Dirancang dengan tujuan agar dapat mengintegrasikan semua aplikasi yang digunakan oleh satker. SIAPKAN merupakan aplikasi berbasis Web berteknologi Java (Java Servlet dan JSP) dan sistem manajemen basis data PostgreSQL. Dengan menggunakan bahasa pemrograman Java dan Database Management System (DBMS ) PostgreSQL, modul Administrasi yang menjadi fokus utama tugas akhir sekaligus gerbang awal operasional aplikasi SIAPKAN . Melalui modul Administrasi inilah kebutuhan referensi tiap modul disediakan. Berbagai menu di dalam modul Administrasi antara lain Pengelolaan Referensi , Pengaturan pengguna, role pengguna, waktu kerja, Bantuan dan Backup data tersedia untuk kebutuhan Administrator selaku pengguna. Demikian kebutuhan pengelolaan data setiap modul dapat berjalan dengan baik

One of the obligations of the Work Unit (Satker) within the scope of the Directorate General of Treasury is to administer all transactions related to the use of APBN funds in the framework of implementing the work unit budget. One of the objectives of administering the transaction is to produce an accurate and accountable report on cash condition and budget realization. The Directorate General of State Treasury has launched various types of applications in the context of administering work unit transactions (satkers). The goal is to produce accurate and accountable reports on cash status and budget realization. Some of the applications that are currently available are not yet integrated with one another. This of course becomes an obstacle to the achievement of efficiency and effectiveness of data and transaction management. In doing this final project, a State Financial Management Information System Application (SIAPKAN) was developed which focused on the Administration Module. Designed with the aim of being able to integrate all applications used by the satker. SIAPKAN is a Web-based application with Java technology (Java Servlet and JSP) and a PostgreSQL database management system. By using the Java programming language and the PostgreSQL Database Management System (DBMS), the Administration module is the main focus of the final project as well as the starting gate for the SIAPKAN application operations. It is through this Administration module that the reference requirements for each module are provided. Various menus in the Administration module include Reference Management, User settings, user roles, working time, Help and Data backup are available for the needs of the Administrator as a user. Thus the need for data management for each module can run well
