Abstract

Kendaraan bermotor menghasilkan sebagian besar pencemaran udara yang terjadi dan merupakan sumber pencemar bergerak yang menghasilkan emisi berbagai polutan. Polutan tersebut diantaranya adalah gas CO2, SO2, dan NO2. Konsentrasi polutan yang tinggi di udara akan mengakibatkan GRK dan gangguan kesehatan manusia. Langkah yang dapat dilakukan pemerintah Kota Surabaya untuk menurunkan beban emisi adalah menerapkan skema program ganjil-genap yang telah berhasil di DKI Jakarta untuk mengurangi volume kendaraan dan meningkatkan jumlah penumpang Transjakarta, sehingga kualitas udara dapat meningkat. Penelitian ini bertujuan menentukan beban emisi dan potensi program ganjil-genap jika diterapkan di ruas Jalan Veteran Surabaya dengan derajat kejenuhan yang tinggi dan menjadi pusat kepadatan lalu lintas. Beban emisi dapat dihitung berdasarkan data jumlah kendaraan sepeda motor, mobil pribadi berplat hitam, kendaraan berplat kuning, kendaraan berplat merah, bus, dan truk dengan metode traffic counting. Periode traffic counting dilakukan selama lima hari kerja (Senin, Selasa, Rabu, Kamis, dan Jumat) pada pukul 06.00-10.00 WIB dan 16.00-21.00 WIB dengan interval waktu 15 menit pada Bulan Maret 2021. Dilakukan sampel responden menggunakan metode kuesioner dengan teknik wawancara di perkantoran yang berada di Jalan Veteran dan sekitarnya untuk mendapatkan persentase alternatif tindakan yang dapat dilakukan pekerja jika diterapkan program ganjil-genap. Analisis data yang diperoleh dapat menentukan potensi dari program ganjil-genap di Jalan Veteran. Hasil penelitian ini menunjukkan beban emisi gas CO2 di Jalan Veteran sebesar 3954,383 kg/hari, beban emisi gas NO2 sebesar 26,372 kg/hari, dan beban emisi gas SO2 sebesar 1,150 kg/hari. Berdasarkan efisiensi program ganjil-genap terhadap beban emisi dapat menghasilkan reduksi gas CO2 sebesar 13,60% pada hari bertanggal ganjil dan 14,00% pada hari bertanggal genap. Reduksi beban emisi gas SO2 sebesar 32,50% pada hari bertanggal ganjil dan 34,41% pada hari bertanggal genap. Reduksi beban emisi gas NO2 sebesar 22,52% pada hari bertanggal ganjil dan 23,12% bertanggal genap. Reduksi beban emisi kendaraan pada keadaan normal dan setelah implementasi skema program ganjil-genap di Jalan Veteran tidak berbeda. Kemungkinan moda transportasi publik perlu ditambahkan untuk mencegah penumpukkan penumpang pada saat jam berangkatnya para pekerja dan jam pulangnya pekerja

Motorized vehicles produce the most air pollution that occurs and being source of moving pollutants that produces the emission of various pollutants. These pollutants include CO2, SO2, and NO2 gases. High concentrations of pollutants in the air will cause GRK and human health problems. Steps that can be taken by the government of Surabaya City to reduce the emission load are implementing an odd-even program scheme that has been successful in DKI Jakarta to reduce vehicle volume and increase the number of Transjakarta passengers, so that air quality can be improved. This study aims to determine the emission load and the potential for the odd-even program if it is applied to the Jalan Veteran Surabaya section with a high degree of saturation and becomes the center of traffic density.
The emission load can be calculated based on data on the number of motorbikes, private cars with black-plated, yellow-plated vehicles, red-plated vehicles, buses, and trucks using the traffic counting method. The traffic counting period is carried out for five working days (Monday, Tuesday, Wednesday, Thursday, and Friday) at 06.00-10.00 WIB and 16.00-21.00 WIB with an interval of 15 minutes in March 2021. A sample of respondents was used using a questionnaire method with interview techniques in offices located on Jalan Veteran and its surroundings to get the percentage of alternative actions that workers can take if the odd-even program is applied. Analysis of the data obtained can determine the potential of the odd-even program at Jalan Veteran. The results of this study indicate that the load of CO2 emissions on Veteran Street is 3954,383 kgCO2/day, the load of NO2 emissions is 26,372 kgNO2/day, and the load of SO2 emissions is 1,150 kgSO2/day. Based on the efficiency of the odd-even program on the emission load, it can produce a CO2 gas reduction of 13.60% on odd-date days and 14.00% on even-date days. The reduction of SO2 gas emission load is 32.50% on odd-date days and 34.41% on even-date days. The reduction of NO2 gas emission load is 22.52% on odd-date days and 23.12% on even-date days. The amount of reduction from the emission load of CO2, SO2, and NO2 exhaust gases from motor vehicles produces different percentages. The reduction in vehicle emission loads under normal conditions and after the implementation of the odd-even program scheme on Veterans Road is not different.
