Abstract

Tingkat Non Revenue Water (NRW) pada Perusahaan Umum Daerah (Perumda) Air Minum Tirta Raharja Kabupaten Bandung sebesar 27,20% (Perumda Tirta Raharja, 2021). Hal ini menyebabkan kehilangan pendapatan akibat NRW sebesar Rp53.311.321.636,5 pada tahun 2021. Salah satu upaya penurunan NRW yang telah dilakukan oleh Perumda Air Minum Tirta Raharja adalah membentuk 36 District Meter Area (DMA). Pada penelitian ini dipilih DMA Norogtog karena memiliki tingkat NRW tertinggi kedua sebesar 33,41% pada Bulan Januari-April 2022. Pada penelitian ini dilakukan analisis terhadap DMA Norogtog untuk memperoleh strategi peningkatan kinerja DMA. Metode penelitian yang dilakukan berupa analisis DMA yang dilakukan dengan membandingkan kondisi eksisting terhadap kriteria DMA yang ada dalam literatur. Kemudian dilakukan analisis teknik berupa analisis jaringan pipa distribusi pada DMA dilakukan melalui pemodelan menggunakan bantuan software EPANET. Setelah analisis teknis, kemudian dilakukan terhadap strategi peningkatan yang diperoleh, sehingga didapatkan rekomendasi strategi peningkatan DMA. Kemudian dilakukan analisis keuangan terhadap rekomendasi strategi peningkatan DMA tersebut. Selain itu dilakukan analisis SWOT dalam mengevaluasi kelembagaan pada DMA Norogtog tersebut. Hasil penelitian didapatkan kondisi eksisting sebagian besar sudah memenuhi kriteria DMA berdasarkan literatur, hanya kriteria tinggi hidraulis pipa yang belum memenuhi kriteria. Setelah kondisi eksisting dimasukkan ke dalam pemodelan EPANET aspek pada pemodelan yang belum memenuhi kriteria, yaitu tekanan dan headloss pada pipa. Adapun terdapat 2 alternatif yang dapat dilakukan untuk perbaikan DMA adalah manajemen tekanan dengan menggunakan PRV dan memparalel pipa atau mengganti pipa untuk menaikkan nilai headloss. Alternatif kedua dipilih sebagai rekomendasi strategi optimasi DMA Norogtog karena mampu memberikan manfaat lebih baik. Tingkat kehilangan air pada alternatif kedua turun menjadi sebesar 17,4496% sehingga mampu menyelamatkan air sebanyak 23.139,012 m3/tahun dan memberikan potensi tambahan profit sebesar Rp47.090.663,50/tahun. Dengan biaya investasi sebesar Rp128.723.332,336, alternatif kedua memiliki waktu pengembalian modal selama 5 tahun 9 bulan. Upaya strategi aspek kelembagaan yaitu dengan menambah sumber daya manusia, mempercepat proses legal SOP kegiatan step test, menambahan peralatan pendeteksi kehilangan air, dan melaksanakan kegiatan step test secara rutin.

The level of Non Revenue Water (NRW) at Tirta Raharja Regional Public Company (RPC) of Drinking Water, Bandung Regency is 27,20% (Tirta Raharja RPC of Drinking Water, 2021). This causes a loss of income due to NRW of Rp 53.311.321.636,5 in 2021. One of the efforts to reduce NRW that has been carried out by Tirta Raharja RPC of Drinking Water is to establish 36 District Meter Areas (DMA). DMA Norogtog was chosen because it has the second highest NRW level of 33,41% in 2022. In this study, analysis of DMA Norogtog was conducted to obtain a strategy for increasing DMA performance. The research method is in the form of DMA analysis which is done by comparing the existing conditions to the DMA criteria in the literature. Then the distribution pipeline network analysis on the DMA is carried out through modeling using the EPANET software. Then technical analysis is carried out on the obtained improvement strategies, so that the recommendations for DMA improvement strategies are obtained. Then a financial analysis is carried out on the recommendations for the strategy to increase the DMA. In addition, a SWOT analysis was carried out in evaluating institutions at the Norogtog DMA. This research showed that most of the existing conditions met the DMA criteria based on the literature, only the pipe hydraulic height criteria did not meet the criteria. After the existing conditions were entered into the EPANET modeling, there were still several aspects of the modeling that did not meet the criteria, namely pressure and headloss in the pipe. There are 2 alternatives that can be done to improve DMA, namely pressure management by using PRV and paralleling the pipe or replacing the pipe to increase the headloss value. The second alternative was chosen as a recommendation for the Norogtog DMA optimization strategy because it is able to provide better benefits. The rate of water loss in the second alternative drops to 17,4496% so that it can save 23.139,012 m3 of water/year and provide an additional potential profit of IDR 47.090.663,50/year. With an investment cost of IDR 128.723.332,336, the second alternative has a payback period of 5 years 9 months. Efforts on the institutional aspect strategy include increasing human resources, accelerating the legal process of SOP step test activities, adding water loss detection equipment, and carrying out routine step test activities.
