Abstract

Saat ini area parkir terpusat dibutuhkan untuk mengurangi jumlah penggunaan kendaraan bermotor di dalam ITS dikarenakan ITS merupakan eco-campus dimana seharusnya lingkungan ITS minim penggunaan kendaraan bermotor dan lebih mengutamakan penggunaan kendaraan tidak bermotor ataupun penggunaan fasilitas pejalan kaki. Akan tetapi, untuk mencapai hal tersebut, belum ada fasilitas ruang parkir serta fasilitas pejalan kaki dan pesepeda yang menunjang di dalam ITS. Maka dari itu, berdasarkan wawancara dengan dosen, ITS akan membangun ruang parkir pada 3 lokasi yang berada di tempat parkir Graha ITS, di selatan Asrama ITS, dan di utara gedung Robotika ITS. Pada tugas akhir ini hanya menganalisis ruang parkir yang akan dibangun pada lokasi yang berada di utara gedung Robotika ITS (Pintu Timur ITS). Berdasarkan keadaan tersebut, tugas akhir ini dibuat dengan tujuan menganalisis sarana parkir untuk mendapatkan gambaran karakteristik parkir dan kebutuhan parkir yang dapat menilai desain ruang parkir yang dibutuhkan, serta desain fasilitas pejalan kaki dan pesepeda pendukung untuk menunjang sarana parkir yang akan dirancang. Analisis ini bertujuan untuk memberikan alternatif optimalisasi kebutuhan ruang parkir di Pintu Timur ITS untuk mengurangi jumlah penggunaan kendaraan bermotor. Apabila ruang parkir yang akan direncanakan telah selesai dibangun, maka ruang-ruang parkir yang sudah ada di ITS akan dibatasi hanya untuk Kepala Departemen (Kadep), Sekretaris Departemen (Sekdep), Pejabat Kampus, serta dosen dan mahasiswa yang berkebutuhan khusus. Analisis perencanaan parkir pada tugas akhir ini menggunakan Pedoman Perencanaan dan Pengoperasian Fasilitas Parkir Direktorat Bina Sistem Lalu Lintas Angkutan Kota 1998, serta beberapa referensi lain yang terkait dengan analisis parkir. Untuk analisis perencanaan kebutuhan pejalan kaki dan pesepeda pada tugas akhir ini menggunakan Pedoman Perencanaan Teknis Fasilitas Pejalan Kaki Kementerian Pekerjaan Umum dan Perumahan Rakyat 2018 dan Pedoman Perancangan Fasilitas Pesepeda Kementerian Pekerjaan Umum dan Perumahan Rakyat 2021. Dari analisis dan perhitungan yang telah dilakukan, alternatif desain parkir yang diterapkan di pintu timur ITS memilki sebanyak 1646 SRP untuk mobil dan 5898 SRP untuk motor. Sedangkan untuk faslitas pejalan kaki dan fasilitas pesepeda untuk menunjang parkir di pintu timur ITS memiliki lebar minimal sebesar 1,80 meter untuk trotoar dan 1,20 meter untuk lebar lajur sepeda.

Currently a centralized parking area is needed to reduce the number of motorized vehicle usage within ITS because ITS is an eco-campus where the ITS environment should have minimal use of motorized vehicles and prioritize the use of non-motorized vehicles or the use of pedestrian facilities. However, to achieve this, there are no parking space facilities as well as supporting pedestrian and cyclist facilities within ITS. Therefore, based on interviews with lecturers, ITS will build parking spaces in 3 locations which are in the ITS Graha parking lot, to the south of the ITS Dormitory, and to the north of the ITS Robotics building. This final project only analyzes the parking space that will be built at a location north of the ITS Robotics building (ITS East Gate). Based on these conditions, this final project was made with the aim of analyzing parking facilities to get an overview of parking characteristics and parking needs that can assess the design of the required parking space, as well as the design of supporting pedestrian and cyclist facilities to support the parking facilities to be designed. This analysis aims to provide an alternative to optimizing parking space requirements at the ITS East Gate to reduce the number of motorized vehicle users. If the planned parking space has been completed, then the existing parking spaces at ITS will be limited to Head of Department (Kadep), Secretary of Department (Sekdep), Campus Officials, as well as lecturers and students with special needs. The analysis of parking planning in this final project uses the 1998 Guidelines for Planning and Operation of Parking Facilities, Directorate of City Transport Traffic System Development, as well as several other references related to parking analysis. For planning analysis of the needs of pedestrians and cyclists in this final project, use the Ministry of Public Works and Public Housing's 2018 Technical Planning Guidelines for Pedestrian Facilities and the Ministry of Public Works and Public Housing's 2021 Design Guidelines for Cycling Facilities. From the analysis and calculations that have been carried out, the parking design alternatives that are implemented at the east gate of ITS have 1646 SRP for cars and 5898 SRP for motorbikes. As for pedestrian and cyclist facilities to support parking at the ITS east entrance, they have a minimum width of 1,80 meters for sidewalks and 1.20 meters for bicycle lane widths.
