Abstract

Pembangunan sarana dan prasarana ketenagalistrikan berperan vital dalam menopang aktivitas ekonomi, sosial, budaya suatu bangsa. Keberhasilan proyek konstruksi, termasuk transmisi tower dapat diukur berdasarkan triple constraint, yakni tepat mutu, tepat waktu, dan tepat biaya. Ketiga hal ini dapat dicapai melalui manajemen sumber daya manusia. Penelitian ini bertujuan untuk mengukur pengaruh manajemen sumberdaya manusia yang mencakup perencanaan SDM, dukungan pimpinan proyek, struktur organisasi, dan penyediaan pelatihan terhadap keberhasilan proyek ketenagalistrikan (transmisi tower) di Provinsi Papua Barat. Penelitian ini menggunakan pendekatan cross-sectional untuk mengetahui hubungan antar variabel yang diteliti. Populasi penelitian ini adalah seluruh tenaga kerja yang terlibat dalam proyek konstruksi transmisi tower kerja SUTT Aimas – Sorong (AS) dan SUTT Sorong – Rufey (SR). Pengumpulan data dilakukan melalui wawancara dan kuesioner dengan besar sampel sebanyak 35 responden yang ditentukan dengan saturation sampling. Pendekatan disagregasi parsial dengan Structure Equation Modelling - Partial Least Square menggunakan SmartPLS dilakukan untuk mengukur hubungan sebab akibat antara variabel yang diamati. Melalui uji hipotesis diketahui pengaruh setiap variabel terhadap keberhasilan proyek. Penyediaan pelatihan memiliki pengaruh terbesar, positif dan signifikan di mana t-value 2,269 dan  0,673; perencanaan sumber daya manusia berpengaruh sedang, positif dan signifikan di mana t-value 0,374 dan  0,389; dukungan pimpinan proyek berpengaruh sedang, namun positif dan signifikan di mana t-value 0,182 dan  0,354, sedangkan struktur organisasi memiliki pengaruh signifikan namun tidak searah di mana t-value 0,225 dan  -0,393. Secara menyeluruh kekuatan model dalam mengukur keeratan hubungan antara variabel terhadap keberhasilan proyek yakni R2 sebesar 0,880 yang dikategorikan memiliki keeratan yang kuat. Selain itu ditemukan bahwa keberhasilan proyek dari segi ketepatan waktu masih rendah

The development of electricity facilities and infrastructure plays a vital role in supporting the economic, social, and cultural activities of a nation. The success of construction projects, including transmission towers, can be measured based on the triple constraint, namely correct quality, timely and cost-effective. These three things can be achieved through human resource management. This study aims to measure the influence of human resource management which includes HR planning, project leadership support, organizational structure, and provision of training on the success of electricity projects (transmission towers) in West Papua Province. This study uses a cross-sectional approach to determine the relationship among the variables studied. The population of this study is all workers involved in the transmission construction project of the work tower SUTT Aimas – Sorong (AS) and SUTT Sorong – Rufey (SR). Data collection was carried out through interviews and questionnaires with a sample size of 35 respondents determined by saturation sampling. A partial disaggregation approach with Structure Equation Modeling - Partial Least Square using SmartPLS was carried out to measure the causal relationship among the observed variables. Based on hypothesis testing, it was identified that each variable influences the success of the electricity project, where the provision of training has the greatest influence, positive and significant where the t-value 2.269 and  0.673; human resource planning has a moderate, positive and significant effect where the t-value 0.374 and  0.389; project leadership support has a moderate effect, but positive and significant where the t-value 0.182 and  0.354, while organizational structure has an significant but non-unidirectional effect where the t-value 0.225 and  -0.393. Overall the goodness of the model in measuring the relationship between the four factors on project success is shown by the R2 value of 0.880 which is categorized as a strong influence. Moreover, it was found that the success of the project in terms of timely completion was still low.
