Abstract

Perubahan iklim menjadi permasalahan global dalam beberapa dekade terakhir. Perubahan yang terus terjadi memicu berbagai permasalahan dalam kehidupan. Salah satu permasalahan utama akibat perubahan iklim adalah permasalahan terkait sumber daya air. Berbagai upaya telah dilakukan oleh pemerintah Indonesia untuk menghadapi perubahan iklim, baik komitmen dalam konferensi internasional maupun rencana adaptasi perubahan iklim yang dituangkan dalam RAN-API (Rencana Aksi Adaptasi Perubahan Iklim) 2014. Namun dalam pelaksanaan di lapangan, belum banyak daerah yang menjadikan perubahan iklim sebagai salah satu pertimbangan dalam pembuatan kebijakan. Dalam penelitian ini, dilakukan studi kerentanan iklim Kabupaten Gresik pada ketersediaan sumber daya air. Studi yang dilakukan meliputi perhitungan nilai indeks kerentanan/Climate Vulnerability Index (CVI) dan upaya adaptasinya. Metode yang digunakan untuk penentuan CVI adalah menggunakan interaksi antara parameter keterpaparan (exposure), sensitivitas (sensitivity), dan kapasitas adaptasi (adaptive capability). Parameter tersebut terdiri dari beberapa komponen untuk dianalisis, diantaranya: profil demografi, potensi sumber daya air, hubungan sosial, akses air bersih, sosio-ekonomi, bencana alam, dan variabilitas iklim. Penentuan status kerentanan dilakukan pada skala kecamatan. Metode yang digunakan untuk analisis nilai kerentanan adalah skoring dengan pembobotan seragam (equal weight) melalui hasil penelitian ini, terdapat tujuh (7) wilayah kecamatan di Kabupaten Gresik yang memiliki tingkat kerentanan sedang yaitu Kecamatan Cerme (0,54), Kecamatan Driyorejo (0,53), Kecamatan Duduksampeyan (0,57), Kecamatan Kebomas (0,56), Kecamatan Manyar (0,59), Kecamatan Menganti (0,59), dan Kecamatan Panceng (0,58). Serta terdapat sebelas (11) wilayah kecamatan yang memiliki tingkat kerentanan tinggi yaitu Kecamatan Balongpanggang (0,64), Kecamatan Benjeng (0,63), Kecamatan Bungah (0,62), Kecamatan Dukun (0,69), Kecamatan Gresik (0,61), Kecamatan Kedamean (0,66), Kecamatan Sangkapura (0,62), Kecamatan Sidayu (0,62), Kecamatan Tambak (0,64), Kecamatan Ujungpangkah (0,74), dan Kecamatan Wringinanom (0,66). Rekomendasi Langkah adaptasi untuk mengatasi dampak perubahan iklim pada sektor sumber daya air di Kabupaten Gresik terdiri atas tujuh (7) klaster strategi yang dapat digunakan sebagai acuan bagi pemangku kebijakan untuk membuat program-program prioritas

Climate change has become a global issue in recent decades. Changes that continue to occur trigger various problems in life. One of the main problems caused by climate change is problems related to water resources. Various efforts have been made by the Indonesian Government to deal with climate change, both commitments in international conferences and climate change adaptation plans outlined in the Climate Change National Adaptation Action Plan 2014. However, in the field of implementation, not many regions have made climate change as one of the considerations in policy making. In this research, a climate vulnerability study of Gresik Regency was conducted on the availability of water resources. The study includes the calculation of the value of the vulnerability index/Climate Vulnerability Index (CVI) and its adaptation efforts. The method used to determine the CVI is to use the interaction between the parameters of exposure, sensitivity, and adaptive capability. These parameters consist of several components to be analysed, including demographic profile, potential water resources, social relations, access to clean water, socioeconomics, natural disasters, and climate variability. Determination of vulnerability status is done at the sub-district scale. The method used to analyse vulnerability scores is equal weight scoring. Through this research, it was determined that there are seven (7) sub-districts in Gresik District that have a moderate level of vulnerability, which are Cerme Sub-district (0.54), Driyorejo Sub-district (0.53), Duduksampeyan Sub-district (0.57), Kebomas Sub-district (0.56), Manyar Sub-district (0.59), Menganti Sub-district (0.59), and Panceng Sub-district (0.58). There are eleven (11) sub-districts that have a high level of vulnerability, including Balongpanggang Sub-district (0.64), Benjeng Sub-district (0.63), Bungah Sub-district (0.62), Dukun Sub-district (0.69), Gresik Sub-district (0.61), Kedamean Sub-district (0,66), Sangkapura Sub-district (0.62), Sidayu Sub-district (0.62), Tambak Sub-district (0.64), Ujungpangkah Sub-district (0.74), and Wringinanom Sub-district (0.66). Recommendations for adaptation measures to address the impacts of climate change on the water resources sector in Gresik Regency consist of seven (7) cluster strategies that can serve as guidelines for policy makers to create priority programs
