Abstract

Berdasarkan Peraturan Menteri Perhubungan Nomor : PM 69 Tahun 2013 tentang Tatanan Kebandarudaraan Nasional, Bandara Internasional Soekarno-Hatta termasuk bandara kelas 1 dan Pengumpul Skala Primer (PP) yang melayani jumlah penumpang 63.015.620 pada tahun 2017 (PT. Angkasa Pura 2, 2017). Bandara ini mulai beroperasi pada tahun 1985 (PT. Angkasa Pura 2, 2020). Mengacu pada AIP (Aeronautical Information Publication ) Indonesia nilai panjang runway selatan yaitu 3.660 m, lebar 45 m, dan nilai PCN 111/R/D/W/T. Berdasarkan data pergerakan pesawat di Bandara Internasional Soekarno-Hatta tahun 2013-2018, jenis pesawat yang beroperasi berbadan lebar serta mempunyai nilai ACN tertinggi adalah Boeing 777-300ER dengan nilai ACN 131 dan MTOW (Maximum Take Off Weight) 351,4 ton. Berdasarkan hal tersebut maka perlu dilakukan evaluasi sisi operasional bandara untuk pengoperasian pesawat Boeing 777-300ER. Penelitian ini akan menganalisa kelayakan runway berdasarkan panjang, lebar, nilai PCN, dan tebal perkerasan, terhadap pengoperasioan pesawat Boeing 777-300ER. Perhitungan panjang dan lebar runway mengacu pada ICAO Annex 14. Metode yang digunakan untuk analisa ACN adalah Aircraft Manufacture dan software COMFAA 3.0, sedangkan metode analisa tebal perkerasan menggunakan FAA (software FAARFIELD 1.42) dan LCN (Load Classification Number). Dari hasil perhitungan didapatkan, panjang runway 3.592 m, lebar runway 45 m. Nilai ACN berdasarkan metode Aircraft Manufacture yaitu 132, software COMFAA 3.0 sebesar 131,9. Tebal perkerasan yang didapat berdasarkan perhitungan FAA (software FAARFIELD 1.42) adalah 556,1 mm dan metode LCN (Load Classification Number) adalah 425 mm. Berdasarkan hasil analisis, panjang runway eksisting (3.660 m) dan lebar runway (60 m) masih layak untuk pengoperasian pesawat Boeing 777-300ER. Sedangkan untuk nilai PCN eksisting (111 R/D/W/T) dan tebal perkerasan eksisting (170 mm) tidak layak untuk pengoperasian pesawat Boeing 777-300ER, sehingga perlu dilakukan overlay. Hasil analisis tebal perkerasan dengan metode FAA diperlukan overlay setebal 841 mm, sedangkan berdasarkan hasil analisis metode LCN diperlukan overlay setebal 429 mm

Based on the Regulation of the Minister of Transportation Number: PM 69 of 2013 concerning National Airport Arrangements, Soekarno-Hatta International Airport is a class 1 airport and Primary Scale Collector (PP) serving 63,015,620 passengers in 2017 (PT. Angkasa Pura 2, 2017) . This airport began operations in 1985 (PT. Angkasa Pura 2, 2020). Referring to the Indonesian AIP (Aeronautical Information Publication), the length of the south runway is 3,660 m, the width is 45 m, and the PCN value is 111/R/D/W/T. Based on data on aircraft movements at Soekarno-Hatta International Airport in 2013-2018, the type of aircraft that operates wide bodies and has the highest ACN value is the Boeing 777-300ER with an ACN value of 131 and an MTOW (Maximum Take Off Weight) of 351.4 tonnes. Based on this, it is necessary to evaluate the operational side of the airport for the operation of the Boeing 777-300ER. This study will analyze runway feasibility based on length, width, PCN value, and pavement thickness, on the operation of Boeing 777-300ER. The calculation of runway length and width refers to ICAO Annex 14. The method used for ACN analysis is Aircraft Manufacture and COMFAA 3.0 software, while the pavement thickness analysis method uses FAA (FAARFIELD 1.42 software) and LCN (Load Classification Number). From the calculation results, the length of the runway is 3,592 m, the width of the runway is 45 m. The ACN value based on the Aircraft Manufacture method is 132, the COMFAA 3.0 software is 131.9. The pavement thickness obtained based on FAA calculations (FAARFIELD 1.42 software) is 556.1 mm and the LCN (Load Classification Number) method is 425 mm. Based on the results of the analysis, the existing runway length (3,660 m) and runway width (60 m) are still feasible for the operation of Boeing 777-300ER aircraft. As for the existing PCN value (111 R/D/W/T) and existing pavement thickness (170 mm) it is not feasible for the operation of Boeing 777-300ER aircraft, so it is necessary to overlay it to increase the PCN value and existing runway pavement thickness so that it can serve the Boeing 777-300ER, so that it is necessary to overlay, from the results of the analysis of pavement thickness with the FAA method, an overlay of 841 mm is required, while based on the results of the analysis of the LCN method, an overlay of 429 mm is required
