Abstract
Pengoperasian unit pembangkit dengan mode governor free berpotensi mengalami overload dan underload ketika daya Generator sudah mencapai maximum load atau minimum load. Demikian juga daya Generator berpotensi terjadi osilasi ketika perintah governor free dan Automatic Generation Control (AGC) secara bersamaan merubah daya Generator.
Dari permasalahan di atas maka pada penelitian ini, dilakukan penambahan load following operation limiter pada kontrol governor system dengan menggunakan metode interpolasi linier, sehingga ketika perintah governor free untuk menaikkan/menurunkan daya Generator pada saat daya Generator sudah mencapai maximum/minimum loadnya maka perintah tersebut tidak diproses oleh controller, demikian juga dapat terhindar dari daya Generator mengalami osilasi. Implementasi dari metode di atas menggunakan PLC dan SCADA yang ada di Site Plant PLTA Sutami. Adapun hasil dari performance accuracy implementasi metode interpolasi linier untuk sistem kontrol load following operation limiter pada PLTA Sutami unit 1 adalah sebesar 99.55%, pada PLTA Sutami unit 2 sebesar 99.7% dan pada PLTA Sutami unit 3 sebesar 99.79%. Dengan demikian load following operation limiter menjadikan PLTA Sutami dapat beroperasi mode governor free dan AGC secara aman yaitu tidak melewati batasan daya Generator maksimum 35 MW dan daya Generator minimum 20 MW.

The operation of the generating unit in governor-free mode has the potential to experience overload and underload when generator power has reached the maximum or minimum load. Likewise, oscillations might result from the governor-free and Automatic Generation Control (AGC) commands, which both change generator power. As a result of the aforementioned issues, in this research, the interpolation linear method was used to add a load-following operation limiter at the control governor system so that when the governor-free is activated to increase or decrease generator power when the generator power has reached the maximum or minimum load, the command is not processed by the controller. Also, the solution is able to avoid power generator oscillation. The Sutami HEPP Site Plant implements the aforementioned algorithm using SCADA.The performance accuracy of the load-following operation limiter control system using the linear interpolation approach is 99.55% at Sutami HEPP Unit 1, 99.7% at Sutami HEPP Unit 2, and 99.79% at Sutami HEPP Unit 3. Thus, the Sutami HEPP can operate safely in governor-free and AGC mode by implementing the load-following operation limiter, which protects it from exceeding the maximum generator power limit of 35 MW and the minimum generator power limit of 20 MW.
