Abstract

Maritime Autonomous Surface Ship (MASS) diproyeksikan akan mengubah industri pelayaran melalui pengurangan atau peniadaan Crew di atas kapal yang akan berdampak pada pengurangan biaya operasional dan penambahan kapasitas muatan yang dapat diangkut jika dibandingkan dengan Conventional Cargo Ship (CS). Cement Carrier merupakan Cargo Ship pengangkut semen dan dilengkapi dengan Cargo Handling Equipment (CHE) khusus sehingga mampu bongkar dan muat secara mandiri. Namun jika didapati ketidaksesuaian, akan menimbulkan kerugian operasional berupa delay dan penalty, karena tidak dapat menggunakan bantuan fasilitas darat seperti kapal Containership. MASS menimbukan gap yaitu dengan tidak adanya Crew di atas kapal, maka pelaksanaan sistem perawatan Cargo Handling Equipment (CHE) yang lumrah dilakukan saat berlayar tidak dapat dilakukan. Sebagai basis regulasi, International Maritime Organization (IMO) mensyaratkan diperlukan penambahan Shore Control Centre (SCC) sebagai salah satu upaya dalam memastikan keselamatan pelayaran sebagai pengganti fungsi Crew sebagai operator dan pelaksana perawatan. Perawatan MASS mengindikasikan karakteristik tujuan spesifik yang sangat dibatasi waktu, biaya, dan lingkup kerja sehingga salah satu solusi adalah dengan melihatnya sebagai proyek. Project-based Organization (PBO) menjadi salah satu pendekatan ideal dalam manajemen sistem yang kompleks. Penelitian ini bertujuan untuk mendesain struktur Organisasi SCC dan framework model untuk tercapainya efiensi-efektivitas dari pelaksanaan sistem perawatan CHE pada MASS Cement Carrier. Penelitian diawali dengan studi literatur dan survei lapangan untuk mendeskripsikan kondisi eksisting akan kaitan dengan ekspektasi terhadap MASS pada Perusahaan Pelayaran yang mengoperasikan Cement Carrier. Basis dari deskripsi kondisi eksisting, dianalisa variabel subsystem interdepencies dan knowledge change dalam menjelaskan kebutuhan akan PBO. Untuk mengecek validitas, pengukuran efisiensi dan efektivitas dilakukan dengan perbandingan pada kondisi eksisting. Penelitian ini menghasilkan desain Struktur Organisasi SCC berbasis PBO Subsidiary pada Divisi Operasi melalui Project Manager yang melayani pelanggan internal perusahaan Operation Department. Simulasi pelaksanaan sistem perawatan CHE pada MASS Level 3 Cement Carrier menunjukkan capaian efisiensi sebesar 100% dan efektivitas 96% jika dibandingkan dengan pelaksanaan sistem perawatan eksisting. Hasil ini dapat digunakan oleh Perusahaan Pelayaran seabgai pendekatan untuk penyesuaian struktur organisasi dan sistem perawatan MASS Cargo Ship.

Maritime Autonomous Surface Ship (MASS) projected to change the shipping industry through Crew onboard reduction or elimination which impact on operational cost savings and increase cargo capacity compare to Conventional Cargo Ships (CS). Cement Carrier is a Cargo Ship that carried cement cargo which can load and discharge with her own Cargo Handling Equipment (CHE). In contrary, once non-conformity happened it will cause operational losses in the form of delays and penalties, due to cannot use port facilities such as containership. Due to no Crew onboard, MASS showing a gap in implementation of the Cargo Handling Equipment (CHE) maintenance system, which is normally carried out while sailing. International Maritime Organization (IMO) requires addition Shore Control Center (SCC) as an effort to ensure safety of ship operation to replace function of Crew as operator and maintenance executor. Maintenance of MASS shows specific objective characteristics which limited by time, cost, and scope of work, therefore, the solution is to see it as a project. Project-based Organization (PBO) is one of the ideal approaches in complex system management. This study aims to design a SCC organizational structure and framework model to achieve the efficiencies of implementing a CHE maintenance system on MASS Cement Carrier. Research start by literature study and a field survey to describe the existing conditions in relation to expectations for MASS in shipping company that operate cement carriers. Based on the description of the existing conditions, interdepencies subsystem variables and knowledge change were analyzed in explaining the need for PBO. To check validity, measurement of efficiency and effectiveness is carried out by comparing to the existing conditions. This research resulted in the design of the SCC organizational structure based on the Subsidiary PBO in the Operations Division through the Project Manager who serves the company's internal client Operations Department. The simulation of the implementation of the CHE maintenance system on MASS Level 3 Cement Carrier shows 100% efficiency and 96% effectiveness achievement compared to the implementation of the existing maintenance system. In addition, these results can be used by Shipping Company as an approach to adjust their organizational structure and maintenance system of MASS Cargo Ship.
