Abstract
Procurement merupakan salah satu kunci rantai pasok yang dapat mempengaruhi kesuksesan perusahaan. Memperhatikan peran penting procurement tersebut, efisiensi dan efektivitas proses procurement adalah hal yang menjadi perhatian utama di fungsi procurement PT X. Proses procurement di PT X masih memiliki permasalahan pada aspek durasi proses pengadaan, yakni tidak sesuai dengan Service Level Aggrement (SLA) yang ditetapkan. Salah satu langkah untuk mencapai efektivitas pengadaan adalah dengan implementasi kontrak payung. Namun, implementasi kontrak payung di PT X masih kurang dari 2% dari total pengadaan. Penelitian ini bertujuan untuk menganalisis, mengevaluasi, dan mengoptimalkan proses pengadaan di PT X dengan menggunakan data analitik. Data dalam penelitian ini terdiri dari data terstruktur dan tidak terstruktur berupa teks. Metode yang digunakan pada penelitian ini adalah spend analysis untuk memetakan proses pengadaan, mengidentifikasi bagian-bagian yang perlu perbaikan dan langkah awal untuk melakukan strategic sourcing. Spend analysis hanya dapat menangani data terstruktur sehingga diperlukan metode lain untuk menangani data tidak terstruktur yaitu text mining yang dikombinasikan dengan k-means clustering. Hasil penelitian menunjukkan bahwa pertama, pengadaan barang/jasa tertentu dalam jumlah atau nilai yang besar tidak menjadi ukuran mendapatkan persentase penghematan yang besar pula; kedua, rata-rata durasi proses pengadaan yang menggunakan metode penunjukan langsung melebihi SLA (Service Level Aggreement) yang telah ditetapkan perusahaan; ketiga, ditemukan beberapa barang/jasa yang dapat menjadi referensi dalam implementasi kontrak payung untuk meningkatkan efektivitas proses pengadaan dan untuk mendapatkan potensi penghematan yang lebih tinggi. Procurement is one of the supply chain keys that can affect the company's success. Noting the critical role of procurement, the efficiency and effectiveness of the procurement process is a significant concern in the Procurement department PT X. The procurement process at PT X still necessary to improve in the aspect of the duration of the procurement process, which is not following the established Service Level Agreement (SLA). One of the steps to achieve procurement effectiveness is to use framework contracts. However, the implementation of framework contracts at PT X is less than 2% of the total procurement. This study aims to analyze, evaluate, and optimize the procurement process at PT X using data analytics. The data in this study consisted of structured and unstructured data, that is, data text. This study uses the spend analysis method to map the procurement process, identify parts that need improvement, and the first steps to determine strategic sourcing. Spend analysis can only handle structured data, so another method is necessary to handle unstructured data, namely text mining combined with k-means clustering. The results of the study show that first, the procurement of goods/services in large quantities or values is not a measure of obtaining a large percentage of savings; second, the average duration of the procurement process using the direct appointment method exceeds the SLA (Service Level Agreement) set by the company; third, several goods/services were found that could be used as references in implementing framework contracts to increase the effectiveness of the procurement process and to obtain higher potential savings. These findings can be used as a reference for the management of PT X to determine the procurement strategy
