Abstract

Indonesia memiliki potensi sumber daya alam dan laut melimpah yang dapat disinergikan untuk perkembangan dan keberlanjutan industri galangan kapal ikan. Perkembangan material bambu sebagai sumber daya alam terbarukan sebagai material alternatif konstruksi kapal, adalah kemajuan teknologi yang sangat menjanjikan. Teknolgi bambu laminasi ini mempunyai keunggulan diantaranya: ramah lingkungan, renewable, murah, persediaan melimpah, mudah dibentuk, kuat dan awet. Berdasarkan hal tersebut, penelitian ini akan menitik beratkan pada perancangan galangan kapal bambu laminasi. Untuk mendapatkan galangan yang efisien, perlu dilakukan analisa supply chain terhadap kebutuhan material pembangunan kapal ikan bambu laminasi. Jumlah kebutuhan penambahan armada kapal ikan di wilayah Indonesia Timur, yang terbesar adalah dari provinsi Jawa Timur, yaitu 17%. Dengan demikian lokasi galangan yang paling logis dibangun di provinsi Jawa Timur. Dari beberapa lokasi lahan yang tersedia di Jawa Timur, selanjutnya analisis kelayakan lokasi dilakukan dengan menggunakan analitycal hierarchy process (AHP). Sesuai perhitungan AHP diperoleh lokasi yang paling mungkin untuk pembangunan galangan kapal ikan bambu laminasi adalah Pasuruan. Berdasarkan ketersediaan lahan yang ada di Pasuruan, selanjutnya dirancang lay out galangan sesuai dengan potensi pasar. Berdasarkan analisa supply chain diperoleh luaran: (Daerah Kediri dan Trenggalek adalah supplier material bilah bambu: CR 0,04; PT. PR dan PT. TT adalah supplier material perekat: CR 0,02; PT. JKR adalah supplier material finishing 1: CR 0,03; PT. PR adalah supplier material finishing 2: CR 0,03; UD. WJ dan UD. D adalah supplier material pendukung dan habis pakai: CR 0,02). Dengan asumsi pada tahun pertama jumlah kapal yang bisa dibangun sejumlah: (kapal 5 GT: 9 unit; 10 GT; 3 unit, 20 GT: 5 unit; 30 GT: 2 unit), diperoleh kelayakan ekonomi yang cukup. Dengan investasi sebesar Rp. 7.522.328.069 (biaya sendiri), diperoleh payback period pada tahun ke- 5,16; IRR= 23,4% dan ROI= 22,61%. Untuk 30% biaya sendiri payback period terjadi pada tahun ke- 7,23; IRR= 12,3% dan ROI= 15,76%.

Indonesia has a high natural and marine resource that can be synergized for the development and sustainability of fishing vessel shipbuilding industry. The development of bamboo material as an alternative material for ship construction is a very promising. Laminated bamboo material has several advantages compared to conventional material, namely being environmentally friendly, renewable, fairly low in term of development cost, have an abundant supply, easy to manipulate, strong, and durable. Based on these points, this research will focus on the development of laminated bamboo shipyards. A supply chain analysis on the material requirements for the construction of laminated bamboo fishing boats was carried out to obtain an efficient shipyard model. East Java province has the greatest need for additional fishing fleets in Eastern Indonesia, at 17% of the national needs. Thus, the shipyard will be built in East Java province. A feasibility analysis of the shipyard construction site was carried out using the analytical hierarchy process (AHP) method to determine the best location for shipyard development from several available land in East Java. According to AHP calculations, the best site for the construction of a laminated bamboo fishing shipyard is located in Pasuruan. After an available land in Pasuruan was found, the shipyard layout is designed according to the market potential. Based on supply chain analysis, the following outputs are obtained: (Kediri and Trenggalek regions are supplier of Bamboo slats: CR 0.04; PT. PR and PT. TT are suppliers of adhesive materials; CR 0.02; PT. JKR is a supplier of finishing stage 1 materials. 1: CR 0.03; PT. PR is a supplier of finishing stage 2 materials: CR 0.03; UD. WJ. and UD. D. are suppliers of supporting and consumable materials: CR 0.02). Assuming that in the first year the number of ships that can be built is: (5 GT: 9 units; 10 GT: 3 units; 20 GT: 5 units; 30 GT: 2 units), a feasible economic model can be obtained. From an investment of Rp. 7,522,328,069 (from own expense), the payback period occurs in year 5.16 with an IRR of 23.4% and ROI of 22.61%. If the investment is made 30% from own expense, the payback period occurs in year 7,23 with an IRR of 12,3% and ROI of 15,76%.
