Abstract
Implementasi sistem manajemen keselamatan dan kesehatan kerja adalah hal yang mutlak, terutama bagi perusahaan pertambangan yang memiliki risiko kerja yang sangat tinggi. Keselamatan pertambangan menjadi isu penting karena berpengaruh terhadap reputasi, kinerja dan keberlanjutan perusahaan. Pemerintah Republik Indonesia melalui Kementerian Energi dan Sumberdaya Mineral (ESDM) telah menetapkan undang-undang yang mengamanatkan kewajiban penerapan Sistem Manajemen Keselamatan Pertambangan Mineral dan Batubara (SMKP MINERBA), sebagaimana tertuang dalam Peraturan Menteri ESDM No. 26 Tahun 2018 dan turunannya. Namun penerapan SMKP MINERBA masih belum memadai, hal ini ditunjukkan dengan meningkatnya kecelakaan tambang yang mengakibatkan cedera, hilangnya jam kerja, bahkan kematian. Critical Success Factors (CSFs) untuk manajemen sistem telah diakui sangat berguna dalam meningkatkan kinerja K3. Oleh karena itu, penelitian ini akan menganalisis CSFs dan barriers penerapannya di PT. XYZ, termasuk perusahaan jasa pertambangan yang ada di dalamnya. Variabel penelitian dihasilkan dari review dan konsultasi dengan para ahli kemudian Exploratory Factor Analysis (EFA) digunakan untuk menganalisis data kuesioner dari 357 responden. Studi ini menyimpulkan tujuh CSFs - tata kelola SMKP yang baik, budaya keselamatan organisasi yang kuat, pengorganisasian dan ketersediaan sumber daya, perencanaan yang Specific - Measurable - Attainable - Relevant - Time-Bound (SMART) dan pemantauan berkala, komitmen dan strategi manajemen, manajemen Occupational Health & Industrial Hygiene (OH-IH) yang efektif, serta kepatuhan dan kepemimpinan keselamatan. Sedangkan faktor penghambat dapat dibagi menjadi tiga kategori, yaitu: komitmen manajemen SMKP yang rendah, Safety Leadership yang buruk, dan lemahnya perencanaan dan pelaksanaan K3. Pemeringkatan CSF dan barriers juga dibuat berdasarkan perhitungan Relative Importance Index (RII) dan peringkat tersebut dapat digunakan oleh Manajemen untuk perbaikan dan peningkatan SMKP MINERBA. Dengan demikian, hasil dan solusi yang diusulkan juga berharga bagi industri karena dapat meningkatkan pemahaman praktisi dan membantu mereka memperluas penerapannya dalam bisnis.

Implementation of an occupational health and safety management system is an absolute must, especially for mining companies that have very high work risks. Mining safety is a critical issue because it affects the company's reputation, performance, and sustainability. The Republic of Indonesia's government, through the Ministry of Energy and Mineral Resources (MEMR), has established laws mandating the Mineral and Coal Mining Safety Management System (SMKP MINERBA) to be implemented, as described in MEMR Regulation No. 26 of 2018 and its derivatives. However, the implementation of SMKP MINERBA is still inadequate, as evidenced by increased mining accidents resulting in injuries, lost work hours, and even death. Critical success factors (CSFs) for a system management well recognized as very useful in improving OHS performance. Therefore, this study will analyze CSFs and barriers to their application in PT. XYZ, including mining service companies within it. Research variables resulted from reviews and consultations with experts then Exploratory Factor Analysis (EFA) was used to analyze questionnaire data from 357 respondents. The study concluded that the seven factors – SMKP good governance; strong organizational safety culture; organizing and resource availability; Specific - Measurable - Attainable - Relevant - Time Bound (SMART) planning and periodic monitoring; management commitment and strategy, effective Occupational Health & Industrial Hygiene (OH-IH) management; and compliance and safety leadership – could be used to categorize the existing CSFs. Meanwhile, the barriers can be divided into three categories, i.e.: low SMKP management commitment, poor safety leadership, and weak OHS planning and execution. Rankings of CSFs and Barriers were also created based on Relative Importance Index (RII) calculation and the ratings could be used by Management for further SMKP MINERBA improvement at the company. Thus, the results of this study and the proposed solutions are also valuable to the industry since they may improve practitioners' comprehension and assist them expand their adoption in businesses.
