Abstract
Pelabuhan memiliki peran yang amat penting dalam rantai logistik, maupun sebagai fasilitator perkembangan ekonomi suatu daerah. Di sisi lain, aktivitas operasi bisnis di pelabuhan juga dapat memberikan dampak negatif dari sisi lingkungan, kesehatan, dan lebih jauh lagi dapat memberikan dampak negatif untuk kegiatan bisnis dari pelabuhan itu sendiri. Pelabuhan berkelanjutan merupakan konsep meminimalisir eksternalitas lingkungan, mendorong pertumbuhan ekonomi serta memenuhi kebutuhan masyarakat. Implementasi pelabuhan berkelanjutan juga didorong karena adanya Paris Agreement Tahun 2015, pembentukan 17 Sustainable Development Goals. Selain itu, perhatian terhadap implementasi green shipping juga turut menjadi faktor utama implementasi pelabuhan berkelanjutan, mengingat kapal merupakan pelanggan utama dalam bisnis kepelabuhanan. Penelitian ini memiliki target untuk menentukan apakah suatu pelabuhan berkelanjutan atau tidak. Oleh karena itu, metode fuzzy logic digunakan di dalam penelitian ini karena mampu menkonversi crisp (variabel kuantitatif) menjadi variabel kualitatif. Berdasarkan analisis yang telah dilakukan, diketahui bahwa Terminal Teluk Lamong memiliki tingkat keberlanjutan yang lebih tinggi (0,75) dibandingkan dengan Terminal Petikemas Surabaya (0,50). Selain itu, berdasarkan analisis sensitivitas, diketahui bahwa Investasi E-RTG saja tidak dapat meningkatkan index keberlanjutan, penambahan shore connection mampu meningkatkan nilai indeks keperlanjutan sebesar 0,024, sedangkan penambahan shore connection yang disertai dengan 14 E-RTG dapat menurunkan nilai indeks pelabuhan berkelanjutan.

The port has an important role in the logistics chain, as well as a facilitator for the economic development of a region. On the other hand, business operating activities at the port can also have a negative impact in terms of the environment, health, and furthermore can have negative impact on the business activities of the port itself. Sustainable port is a concept of minimizing environmental externalities, encouraging economic growth and meeting community needs. The implementation of sustainable port is also encouraged because of the 2015 Paris Agreement, the establishment of 17 Sustainable Development Goals. In addition, attention to the implementation of green shipping is also a major factor in implementing a sustainable port, considering that ships are the main customers in the port business. This research has target to determine whether a port is sustainable or not. Therefore, the Fuzzy logic method is used in this study because it is able to convert quantitative variables into qualitative variables. Based on the analysis that has been done, it is known that Teluk Lamong Terminal has a higher affordability rate (0.75) compared to Surabaya Container Terminal (0.50). In addition, based on the sensitivity analysis it is known that E-RTG investment itself cannot increase the sustainability index. Shore Connection addition can increase the sustainability index value by 0.024, while investment combination between shore connection and 14 units E-RTGs can decrease the sustainability index value.
