Abstract

Anak berkebutuhan khusus adalah anak yang mengalami keterbatasan atau keluarbiasaan, baik fisik, mental-intelektual, sosial, maupun emosional, yang berpengaruh secara signifikan dalam proses pertumbuhan atau perkembangannya dibandingkan dengan anak-anak lain yang seusia dengannya. Pemerintah melalui Undang-Undang tentang Perlindungan Anak mengamanatkan bahwa anak berkebutuhan khusus merupakan bagian dari anak Indonesia yang perlu mendapatkan perhatian dan perlindungan dari pemerintah, masyarakat dan keluarga. Hal ini dijabarkan dalam Peraturan Menteri Negara Pemberdayaan Perempuan dan Perlindungan Anak RI Nomor 10 Tahun 2011 tentang Kebijakan Penanganan Anak Berkebutuhan Khusus. Akan tetapi saat ini, Panti Asuhan Anak khusus Disabilitas tidak bertambah secara signifikan jumlahnya sehingga belum dapat melayani kebutuhan penyandang disabilitas yang ada di Indonesia. Padahal, sebagai suatu wadah atau rumah, panti asuhan memiliki tugas khusus melayani pengasuhan bagi anak-anak yang hidupnya telantar. Namun, jika wadah tersebut tidak disertai penanganan secara khusus, maka potensi dalam diri anak-anak pun tidak dapat berkembang secara maksimal. Dengan pendekatan inklusif, yaitu proses desain di mana produk, layanan, serta lingkungan dioptimalkan untuk setiap pengguna, perencanaan panti asuhan khusus anak berkebutuhan khusus ini bertujuan agar anak-anak penyandang disabilitas yang terlantar maupun dititipkan karena ketidakmampuan keluarga dalam merawat ABK dapat merasakan pengalaman yang sama untuk tumbuh secara layak.

Children with special needs are children who experience limitations or disabilities, both physical, mental-intellectual, social, and emotional, which significantly influence their growth or development process compared to other children of the same age.Law Number 23 of 2002 concerning Child Protection mandates that children with special needs are part of Indonesian children who need attention and protection from the government, society and families. This is described in the Regulation of the State Minister for Women's Empowerment and Child Protection of the Republic of Indonesia Number 10 of 2011 concerning Policies for Handling Children with Special Needs. However, nowadays, the number of special orphanages for children with disabilities has not increased significantly, so they are unable to serve the needs of persons with disabilities in Indonesia. In fact, as a place or home, the orphanage has a special duty to provide care for children whose lives are neglected. However, if the place is not accompanied by special handling, then the potential in children cannot grow optimally. With an inclusive approach, namely a design process in which products, services and the environment are optimized for each user, the planning of an orphanage for children with special needs aims so that children with disabilities who are abandoned or placed in custody due to the inability of their families to care for ABK can experience the same experience to grow properly.
