Abstract

Saat ini teknologi informasi memiliki peran penting dalam membantu sebuah proses perusahaan. Hal ini juga diterapkan dari sektor pemerintahan. Sistem Informasi Rencana Umum Pengadaan (SiRUP) merupakan Aplikasi yang telah digunakan dalam perkembangan Biro Pengadaan Barang/Jasa Sekretariat Daerah Provinsi Jawa Timur yang bertujuan untuk merencanakan hingga pelaksanaan pengadaan barang/jasa. SiRUP kerap mengalami kendala tidak dapat diakses ketika banyak pengguna yang mengakses SiRUP. SiRUP termasuk dalam aplikasi utama dalam Biro Pengadaan Barang/jasa yang menangani hingga 60.000 paket pengadaan pertahun, hal ini harus diteliti dari sisi pengguna yang kemungkinan terganggu pada masalah ini. Maka dari itu penelitian ini bertujuan untuk mengetahui tingkat penerimaan teknologi aplikasi SiRUP dengan masalah yang ada saat ini dan untuk membantu pemerintahan jawa timur dalam program e-government yang lebih baik. Metode penelitian yang digunakan adalah metode penelitian kuantitatif dan penelitian explanatory dengan teknik pengumpulan data melalui studi literatur dan penyebaran kuesioner berdasarkan metode Technology Acceptance Model. Terdapat 7 hipotesis yang diuji dalam penelitian ini yang semua hipotesis diterima oleh pengguna. Berdasarkan hasil analisis, faktor sikap terhadap perilaku berpengaruh signifikan terhadap minat perilaku dalam penggunaan mendapatkan nilai paling rendah meskipun hasil rendah tersebut masih dalam toleransi. Hasil analisis ini diharapkan bisa menjadi sebuah acuan Pemerintah Provinsi Jawa Timur dalam membuat sebuah aplikasi kedepannya yang sesuai dengan kemauan pengguna.

Today, information technology has an important role in helping a company's processes. This also applies to the government sector. Sistem Informasi Rencana Umum Pengadaan (SiRUP) is an application that has been used in the development of the Bureau of Procurement of Goods/Services of the Regional Secretariat of East Java Province which aims to plan to implement goods/services procurement. SiRUP often experiences problems with being unable to access users when there are too many users accessing SiRUP. SiRUP is one of the main application in the Goods/Services Procurement Bureau which handles up to 60,000 procurement packages per year, this must be examined from the side of users who may be disturbed by this problem. Therefore this study aims to determine the level of acceptance of SiRUP application technology with current problems and to help the East Java government in a better e-government program. The research method used is quantitative research and explanatory research with data collection techniques through literature studies and distributing questionnaires based on the Technology Acceptance Model method. There are 7 hypotheses tested in this research, all of which are accepted by the users. Based on the results of the analysis, the factor of interest in using gets the lowest score even though the low result is still within tolerance. The results of this analysis are expected to be a reference for the East Java Provincial Government in making an application in the future that is in accordance with the wishes of the user.
