Abstract
Lembaga Pengelola Dana Pendidikan (LPDP) memberikan pendanaan riset melalui berbagai skema pendanaan Riset Inovatif Produktif (RISPRO) di antaranya RISPRO Kompetisi, RISPRO Invitasi, dan RISPRO Kolaborasi Internasional yang memiliki tingkat keberhasilan dalam hilirisasi yang berbeda. Sejak terbitnya Peraturan Presiden (Perpres) nomor 111 tahun 2021 tentang Dana Abadi Pendidikan, penganggaran program RISPRO yang merupakan program native LPDP menjadi terbatas. Guna mengukur tingkat keberhasilan dan pengembalian (payback) pada masing - masing skema dan menentukan prioritas pendanaan, dilakukan evaluasi kebijakan skema Pendanaan RISPRO. Metode Payback Framework dipilih karena dapat memfasilitasi pengumpulan data dan analisis lintas kasus dengan menyediakan struktur umum dan mengkategorisasikan dampak atau pengembalian (payback) atas proyek penelitian dalam kategori multidimensi. Riset yang menjadi sampel adalah riset yang didanai oleh LPDP pada tahun 2017 – 2022. Selain itu, juga telah dianalisis korelasi Triple Helix Balanced Model dan Open Innovation pada skema pendanaan riset LPDP. Hasil penelitian menunjukkan bahwa skema Skema RISPRO Kompetisi menghasilkan dampak pengembalian paling tinggi pada aspek (payback domain) benefits from informing policy,and product development yang merupakan aspek terkait hilirisasi atau komersialisasi yang sesuai dengan tujuan pendanaan RISPRO dibandingkan skema lainnya sehingga skema tersebut dapat diberikan prioritas pendanaan. Keterkaitan antara Triple Helix Balanced Model dan Open Innovation dibuktikan melalui pendekatan bibliometric analysis dan pendekatan praktis yang dilakukan melalui survei dan Focus Group Discussion. Praktik - praktik Open Innovation terjadi pada skema pendanaan RISPRO pada kerangka kerja sama Triple Helix diwujudkan dalam bentuk co-patent, licensing, join venture, spinoff, partnership dan lain - lain. Terdapat implikasi manajerial yang dapat diterapkan oleh manajemen LPDP guna meningkatkan dampak pendanaan penelitian. Saran penelitian selanjutnya antara lain adalah dilakukan evaluasi terhadap riset yang telah selesai pendanaannya dengan jeda waktu yang lebih panjang dan dapat menggunakan kombinasi antara Payback Framework dengan metode pengambilan keputusan multi kriteria

The Lembaga Pengelola Dana Pendidikan (LPDP), or Indonesia Endowment for Education, provides research funding through various Innovative Productive Research (RISPRO) funding schemes, including RISPRO Kompetisi, RISPRO Invitasi, and RISPRO Kolaborasi Internasional, which have different levels of success in commercialization. Since the issuance of Presidential Regulation (Perpres) number 111 of 2021 regarding the Education Endowment Fund, the budget for the RISPRO program, which is LPDP's native program, has become limited. In order to measure the success rate and payback of each scheme and determine funding priorities, an evaluation of the RISPRO Funding Scheme policy is conducted. The Payback Framework method was chosen because it facilitates data collection and cross-case analysis by providing a common structure and categorizing the multidimensional impacts or payback of research projects. The sample for the study consisted of research funded by LPDP from 2017 to 2022. Additionally, the correlation between the Triple Helix Balanced Model and Open Innovation in LPDP's research funding schemes was analyzed. The research findings show that the RISPRO Kompetisi scheme generates the highest payback impact in terms of informing policy and product development, which are aspects related to commercialization and are in line with the objectives of RISPRO funding. Therefore, this scheme should be given funding priority. The correlation between the Triple Helix Balanced Model and Open Innovation is evidenced through bibliometric analysis and practical approaches conducted through surveys and Focus Group Discussions. Open Innovation practices occur in LPDP's RISPRO funding schemes within the framework of Triple Helix collaboration, manifested in the form of co-patents, licensing, joint ventures, spinoffs, partnerships, and others. There are managerial implications that can be applied by LPDP management to enhance the impact of research funding. Further research suggestions include evaluating completed research projects with a longer time interval since their funding and utilizing a combination of the Payback Framework and multi-criteria decision-making methods
