Abstract
Sistem kelistrikan di PT. Pertamina RU-IV Cilacap merupakan sistem yang sangat kompleks. Perubahan demi perubahan dilakukan demi meningkatkan keandalan sistem ketika terjadi gangguan. Kestabilan sistem akan didapatkan ketika terjadi keseimbangan antara daya mekanik penggerak utama (prime mover) dengan keluaran daya listriknya. Namun dalam pengoperasian sistem tenaga listrik akan selalu terjadi perubahan beban sehingga pembangkit perlu menyesuaikan daya keluarannya melalui governor maupun pengaturan eksitasi. Hal ini dilakukan agar kestabilan sistem tetap terjaga. Gangguan-gangguan besar yang terjadi secara tiba-tiba seperti lepasnya pembangkit, starting motor daya besar serta adanya hubung singkat mampu mengakibatkan percepatan atau perlambatan putaran rotor sehingga hilangnya sinkronisasi dapat terjadi pada sistem.
Pengambilalihan beban oleh PLN serta bergabungnya substation RFCC pada sistem kelistrikan PT. Pertamina RU-IV Cilacap menyebabkan perlunya dilakukan studi terkait kestabilan sistem. Dalam tugas akhir ini dilakukan simulasi beberapa skenario gangguan generator outage serta gangguan hubung singkat untuk melihat respon sistem dalam mengembalikan kestabilannya. Standar yang digunakan mengacu pada IEEE Std C37.106-1987 mengenai pengaman frekuensi abnormal turbin dengan menggunakan metode pelepasan beban. Dari sumulasi yang telah dilakukan, didapatkan bahwa sistem kelistrikan pada PT. Pertamina RU-IV Cilacap merupakan sistem yang cukup reliable karena pada beberapa simulasi gangguan, tidak perlu dilakukan pelepasan beban. Dan dilakukan pelepasan beban hanya jika gangguan tersebut berupa kehilangan daya pembangkitan dengan nilai yang cukup besar.

The electrical system at PT. Pertamina RU-IV Cilacap is a very complex system. Change after change was made in order to improve the reliability of the system in the event of a disturbance. System stability will be obtained when there is a balance between the prime mover's mechanical power and the electrical power output. However, in the operation of the electric power system there will always be changes in load so that the generator needs to adjust its output power through the governor or excitation settings. This is done so that the stability of the system is maintained. Large disturbances that occur suddenly such as the generator outages, starting of large power motors and short circuits can cause acceleration or deceleration of the rotor rotation so that loss of synchronization can occur in the system.
The takeover of the load by PLN and the joining of the RFCC substation in the PT. Pertamina RU-IV Cilacap system causes the need to carry out studies related to system stability. In this final project, several generator outage and short circuit disturbance scenarios are simulated to see the response of the system in restoring its stability. The standard used refers to IEEE Std C37.106-1987 regarding turbine abnormal frequency protection using the load shedding method. From the simulation that has been done, it is found that the electrical system at PT. Pertamina RU-IV Cilacap is a fairly reliable system because in some disturbance simulations, load shedding is not necessary. And load shedding is carried out only if the disturbance is in the form of a loss of generating power with a large enough value.
