Abstract

Dalam era digital, servis yang kita gunakan dapat kita akses secara digital sehingga dapat membawa kemudahan dalam memperoleh informasi dalam bentuk apa pun namun dengan segala kemudahan yang dibawa juga terdapat risiko penyalahgunaan data, tiap penyedia jasa digital memiliki tanggung jawab untuk melindungi data milik individu. Bentuk perlindungan data memiliki bentuk seperti kebijakan, hak dan kewajiban. Namun terkadang instansi penyedia jasa tidak dapat melindungi hak privasi data yang dimiliki setiap individu, dengan penyalahgunaan data privasi dapat terlihat ada kelemahan sistem, kurangnya pengawasan sehingga data pribadi dapat disalahgunakan. Dalam penelitian ini akan dilakukan peninjauan terkait situs web pemerintahan daerah yang mungkin melanggar hak privasi data dalam daerah kota Surabaya dengan menggunakan sistem evaluasi berbasis metrik yang mengikuti prinsip milik OECD (Organization for Economic Co-operation and Development) dan GDPR (General Data Protection Regulation), pembuatan sistem evaluasi melewati tiga tahap iterasi yaitu iterasi pertama dengan mengambil kedua prinsip milik OECD dan GDPR, kedua untuk penyesuaian prinsip-prinsip tersebut terhadap aplikasi situs web pemerintahan kota Surabaya. Hasil dari evaluasi penulis menunjukan skor dengan rata-rata 27 dari situs web pemerintahan, dengan skor tertinggi pada angka 45 di aplikasi SuroboyoBus dan skor terendah dengan angka 11 terdapat pada situs Surabaya Bergerak, dalam situs web yang dilakukan evaluasi kita dapat memperoleh nilai standar deviasi rata-rata pada 1.77 untuk prinsip penilaian dan untuk situs web /aplikasi berada pada angka 1.84, perbedaan nilai standar deviasi dapat diatribusikan terhadap situs web pemerintahan dengan kebutuhan untuk situs web tersebut dapat jauh berbeda dan tergantung terhadap layanan apa yang ingin diberikan.

In the digital era, the services we use can be accessed digitally, bringing convenience in obtaining information in various forms. However, along with the convenience comes the risk of data misuse. Each digital service provider has a responsibility to protect the data of individual users. Data protection takes the form of policies, rights, and obligations. However, sometimes service providers fail to protect the privacy rights of individuals, and the misuse of data exposes weaknesses in the system and a lack of supervision, leading to potential harm to the data owners. This research focuses on the topic of local government websites that violate data privacy rights in Surabaya city. An evaluation system based on metrics following the principles of the OECD (Organization for Economic Co-operation and Development) and GDPR (General Data Protection Regulation) will be implemented. The evaluation system goes through The first iteration involves adopting both the principles of the OECD and GDPR, with the second one setting the scoping limitations, while the latter is for aligning those principles with the application of the Surabaya city government website. The evaluation results indicate an average score of 27 for the government websites, with the highest score of 45 obtained by the SuroboyoBus application and the lowest score of 11 observed on the Surabaya Bergerak website. Among the nine evaluated websites, the standard deviation average for assessment principles is 1.77, while for government websites, it is 1.84. This indicates that the requirements for these websites can vary significantly depending on the services provided by the respective local government sites.
