Abstract
Salah satu usulan UNWTO untuk memulihkan sektor pariwisata pasca pandemi memiliki kesesuaian dengan kebijakan pemerintah Indonesia yang tertera dalam RPJMN 2020-2024 yaitu desa wisata dijadikan sebagai alat untuk mengembangkan desa secara menyeluruh. Pengembangan desa wisata terbukti telah memberikan akses dan kesempatan yang merata bagi seluruh masyarakat desa. Desa Wisata Tembi yang terletak di Yogyakarta merupakan desa wisata dengan kategori maju yang sudah berhasil menarik wisatawan domestik maupun asing. Namun, pasca pandemi berakhir Desa Wisata Tembi mengalami kesulitan dalam adaptasi akan permintaan pasar wisatawan baru. Penelitian ini bertujuan untuk untuk mengungkap potensi, tantangan, dan hambatan untuk nantinya muncul strategi yang cocok guna mengembangkan Desa Wisata Tembi yang berkelanjutan. Peneliti menggunakan metode kualitatif dengan pendekatan grounded theory, pengkategorian data menggunakan pendekatan pemangku kepentingan, 4 komponen pengembangan pariwisata dan SWOT. Adapun teknik pengambilan data yang akan digunakan adalah dengan cara observasi lapangan, dokumentasi, dan wawancara. Hasil dalam penelitian mengungkapkan bahwa potensi alam, budaya dan kesenian yang dimiliki Desa Wisata Tembi kurang memiliki nilai keunikan. Hambatan dan tantangan yang saat ini dihadapi Desa Wisata Tembi yaitu, papan nama desa wisata yang kecil kurang terlihat, kurang baiknya kondisi sarana dan prasarana, perlunya penambahan SDM, lahan terbatas, kurangnya sumber pendanaan, perizinan yang sulit, persaingan dan pertumbuhan antar desa wisata, perubahan iklim pengelolaan desa wisata. Strategi yang direkomendasikan untuk pengembangan Desa Wisata Tembi yaitu, melakukan rebranding keunikan, diversifikasi paket wisata, kegiatan festival budaya, jadwal rutin pengecekan sarana dan prasarana, kolaborasi dengan pihak swasta dan sponsorship dan promosi terpadu.

One of UNWTO's proposals to restore the tourism sector after the pandemic is in accordance with the Indonesian government's policy stated in the 2020-2024 RPJMN, namely that tourism villages are used as a tool to develop villages as a whole. The development of tourism villages has proven to have provided equal access and opportunities for all village communities. Tembi Tourism Village located in Yogyakarta is a tourist village with advanced categories that has succeeded in attracting domestic and foreign tourists. However, after the pandemic ended, Tembi Tourism Village experienced difficulties in adapting to new tourist market demand. This study aims to uncover potentials, challenges, and obstacles to later emerge a suitable strategy to develop a sustainable Tembi Tourism Village. Researcher use qualitative methods with a grounded theory approach, categorizing data using a stakeholder approach, 4 components of tourism development and SWOT. The data collection techniques that will be used are by field observation, documentation, and interviews. The results in the study revealed that the natural, cultural and artistic potential of Tembi Tourism Village lacks unique value. The obstacles and challenges currently faced by Tembi Tourism Village are, the small signboard is less visible, the poor condition of facilities and infrastructure, the need for additional human resources, limited land, lack of funding sources, difficult licensing, competition and growth between tourism villages, climate change in tourism village management. The recommended strategies for the development of Tembi Tourism Village are, rebranding uniqueness, diversification of tour packages, cultural festival activities, regular schedules of checking facilities and infrastructure, collaboration with private parties and integrated sponsorship and promotion.
