Abstract

Perusahaan sektor swasta dimana salah satunya adalah perusahaan yang bergerak di bidang pakan ternak, dalam rangka melakukan ekspansi yang terus berkembang diperlukan pembangunan dan sarana untuk menunjang produksi. Konstruksi perusahaan atau pabrik pakan ternak adalah konstruksi yang besar dan kompleks. Ekspansi dalam pabrik pakan ternak meliputi pembangunan gudang, tower mesin, dan silo dimana pada setiap tahunnya dilakukan pengembangan baik dalam satu pabrik sampai cabang pabrik yang tersebar di beberapa kota. Maka dalam proses ekspansi sarana diperlukan adanya pengadaan untuk memilih penyedia jasa yang mengerjakan proyek pembangunan. Namun pada perusahaan sektor swasta, yang ketentuan sumber dananya diatur oleh masing-masing internal manajemen, keputusan pemenang kontraktor seringkali dilakukan subyektif dari top management atau hanya melihat dari harga yang terendah di antara masing-masing partisipan. Seharusnya kualitas penawaran tidak hanya mempertimbangkan aspek tersebut, melainkan juga memperhatikan aspek lain terkait kondisi dan objek dari proyek. Pengumpulan data dilakukan dengan cara penyebaran kuesioner pada stakeholder dan tim teknis yang mengikuti proses lelang. Kemudian hasil kuesioner tersebut diolah dengan metode analisis faktor dan uji anova untuk menganalisa kriteria dan juga kriteria dominan untuk pemilihan kontraktor. Penelitian tentang pemilihan penyedia jasa ini bertujuan untuk mengidentifikasi kriteria pemilihan kontraktor yang sesuai dengan kebutuhan internal sehingga dapat mengurangi potensi risiko yang mungkin terjadi pada proyek pada saat fase pengadaan, serta diharapkan dapat menghasilkan penyedia jasa terpilih yang sesuai. Hasil yang diperoleh setelah uji analisa faktor terdapat enam faktor utama untuk menentukan pemilihan kontraktor, yaitu kesiapan kontraktor dalam pelaksaan proyek, manajemen sumber daya, reputasi, administrasi, pengalaman, dan kapabilitas. Untuk faktor dominan dihasilkan dari output Initial Eigenvalue bernilai 6,902 yaitu faktor kesiapan kontraktor dalam pelaksanaan proyek.

Private sector companies, such as an animal feedmill sector, in the form of continuing expansion requires development and facilities to support production and operation. The construction of an animal feed factory is a large and complex construction. The expansion in the animal feedmill sector includes the construction of warehouses, machine towers, and silos where each year development is carried out both in one factory and its branches spread across several cities. Within the process, it is necessary to has the procurement for selecting contractor that work on development projects. However, in private sector companies, where the terms of the source of funds are regulated by each internal management, the decision on winning the contractor is often made subjectively from top management or only looking at the lowest price among each participant. The quality of the offer should not only consider these aspects, but also pay attention to other aspects related to the conditions and objects of the project. The data was collected by distributing questionnaires to the stakeholders and the technical team who participate in the tender process. The results of the questionnaire were processed using Factor Analysis methods and Anova. This research on the selection of contractor aims to identify the benchmark criteria for selecting contractors that are in accordance with internal needs, to reduce potential risks that may occur in projects during the procurement phase and expected to produce appropriately selected contractor. The results obtained and concluded after the tests, show that there are six factors that influence the selection of a contractor in the private project sector, these factors are project readiness, resource management, reputation, administration, experience, and capability. The dominant factor resulted from the Initial Eigenvalue output worth 6,902 is the readiness of the contractor in project process.
