Abstract

Pada era globalisasi saat ini, perkembangan teknologi informasi meningkatkan aktivitas usaha baik secara lokal maupun internasional. Hal ini ditandai dengan munculnya beberapa perusahaan yang baru berkembang dan menawarkan produk atau jasa yang belum pernah ditawarkan kepada pasar, yang dikenal dengan istilah startup. Pertumbuhan jumlah startup digital di Indonesia terjadi secara signifikan. Akan tetapi perkembangan startup lokal di Indonesia dalam awal tahap pengembangannya masih belum bersifat konsisten sehingga sebagian besar startup lokal mengalami kegagalan dan sebagian lainnya melakukan perubahan besar terhadap model bisnis yang telah dikembangkan. Hal ini dikarenakan belum adanya acuan terhadap pencapaian yang harus dimiliki oleh startup dalam melakukan pengembangan bisnisnya. Untuk itu diperlukan sebuah pengembangan framework pengukuran kinerja pada startup digital dalam tahap seed and development. Pengembangan framework pengukuran kinerja dilakukan dengan pendekatan Integrated Performance Measurement System (IPMS). Pengembangan framework dilakukan dalam beberapa tahap yaitu identifikasi level bisnis, identifikasi stakeholder dan stakeholder requirement, external monitor, set objective, penetapan performance indicators, penyusunan performance indicator properties, scoring system, dan traffic light system. Output yang didapatkan dalam penelitian ini adalah indikator kinerja yang dibutuhkan dalam pengukuran kinerja startup digital pada tahap seed and development.

In this globalization era, the development of information technology raises business activity both locally and internationally. This is indicated by the emersion of some companies that is newly developed and offers a product or a service that has never been offered to the market, which is commonly known as startup. The numbers of IT startups in Indonesia has grown significantly. However, local startups in Indonesia still haven’t developed consistently so that most of the local startups failed to develop and some of them have to change their business model that has been developed. This is caused by the lack of reference in defining what needs to be achieved for startups to develop their business. Therefore, a performance measurement framework development for IT startup in early development stage is needed. Performance measurement development is done in several stage such as business level identification, stakeholder and stakeholder requirement identification, external monitor, set objective, determination of performance indicator, performance indicator properties preparation, scoring system, and traffic light system. An output that will achieved in this research are the performance indicators that is needed in startup’s performance measurement in early development stage.
