Abstract

Strategi Operasi Pembangunan Kapal Baru (New Shipbuilding Operation Strategy) disusun sebagai salah satu tahapan manajemen pembangunan kapal baru dalam memenuhi permintaan pasar untuk penyediaan kapal besar dan variasi spesifikasi kapal. Sehingga tersusun urutan pengerjaan kapal (working sequence) dan tercukupinya kebutuhan fasilitas, equipment dan tools yang akan dipakai dalam proses pembangunan yang dibangun lebih dari satu tahun dan dikerjakan dalam multi project (pararel maupun seri). Tesis ini bertujuan mengembangkan model strategi operasi pembangunan kapal baru (new shipbuilding operation strategy) yang berbasis pada ketersediaan fasilitas galangan, equipment dan tools untuk multi project dan multi years agar tetap terkontrol durasi pembangunan, kualitas pekerjaan, anggaran pembangunan dan factor keselamatannya. Pertama, dilakukan analisis terhadap metode dan strategi pembangunan kapal yang diterapkan saat ini. Kedua, dilakukan identifikasi faktor-faktor dominan fasilitas produksi. Ketiga, dilakukan perancangan, verifikasi dan validasi prototype model strategi operasi pembangunan kapal baru berbasis fasilitas produksi. Pendekatan yang digunakan adalah kombinasi matrik SWOT, matrik SPACE, matrik BCG, matrik IE, matrik Operation Strategy dan metode statistic ANP. Analisa juga dilakukan terhadap parameter penting yang melengkapi fasilitas produksi yaitu teknologi, tenaga kerja, material, anggaran dan kapasitas produksi. Informasi strategi disimpan dalam sebuah management system database yang akan menjadi data histori pengembangan strategi operasi pembangunan kapal baru selanjutnya. =========== New Shipbuilding Operation Strategy is structured as one of the new shipbuilding management stages in meeting the market demand for large vessel supply and ship specification variations. So the arranged order of working sequence and the needs of facilities, equipments and tools that will be used in the building process built over one year and done in multi project (parallel or series). This thesis is aimed at developing new shipbuilding operation strategy model based on the availability of shipyard facilities, equipments and tools for multi project and multi years to keep control of building duration, quality of work,
building budget and safety factor. Firstly, analyze of
the shipbuilding methods and strategies is applied
today. Secondly, identify the dominant factors of production facilities. Thirdly, design, verify and validate for the prototype model of the new ship
building strategy based on production facilities. The approach used is combination of SWOT matrix, SPACE matrix, BCG matrix, IE matrix, Operation Strategy matrix
and ANP statistic method. Analyzes are also conducted on important parameters that complement the production facilities which are technology, manpower, materials,
budget and production capacity. Strategy information is stored in a management system database which will become the historical data of build strategy development of new vessels further.
