Abstract

Limbah elektronik termasuk dalam daftar limbah B3 menurut PP 101 Tahun 2014. Apabila limbah elektronik tidak ditangani dengan baik, limbah elektronik berpotensi besar mencemari lingkungan karena limbah elektronik memiliki kandungan-kandungan logam berat yang berbahaya. Sekolah Menengah Atas (SMA) menggunakan berbagai macam alat elektronik sebagai penunjang sarana dan prasarana belajar. Penelitian ini dilakukan untuk mendapatkan data terkait dengan jenis dan kuantitas limbah elektronik yang dihasilkan, menentukan kondisi eksisting pengelolaan limbah elektronik, dan menentukan prioritas pengelolaan limbah elektronik di SMA Kecamatan Genteng. SMA yang menjadi objek penelitian pada penelitian ini yaitu SMAN 1, SMAN 2, SMAN 5, SMA Trimurti, SMA Muhammadiyah 10, SMK Farmasi, dan SMK Rajasa.
Pada penelitian ini dikumpulkan data berat, jenis, dan dimensi limbah elektronik dengan observasi lapangan langsung. Kondisi eksisting pengelolaan limbah elektronik dibandingkan kesesuaiannya dengan peraturan tentang pengelolaan limbah B3 yang berlaku di Indonesia. Pengumpulan data dengan wawancara dan pengisian kuesioner dilakukan oleh responden yang bertanggung jawab pada pengelolaan limbah elektronik di masing-masing SMA. Data diolah dengan metode AHP dengan menggunakan software Expert Choice untuk mendapatkan prioritas pengelolaan limbah elektronik yang tepat untuk skala SMA di Kecamatan Genteng.
Dari hasil penelitian, didapatkan data bahwa SMA Kecamatan Genteng, Kota Surabaya menghasilkan berbagai jenis limbah elektronik diantaranya: CPU, monitor, sound speaker, power supply, ac outdoor, dan lain-lain. Total jumlah limbah elektronik yang dihasilkan di SMA Kecamatan Genteng, Kota Surabaya sebanyak 664 unit. Laju timbulan limbah elektronik yang dihasilkan SMA negeri, SMA swasta, dan SMK secara beruturan rata-rata sebesar 0,74 kg/siswa, 0,13 kg/siswa, dan 0,25 kg/siswa. Limbah elektronik tersebut telah dikelola namun masih terdapat beberapa ketidak sesuaian dalam pengelolaan limbah elektronik jika dibandingkan dengan peraturan-peraturan limbah B3. Melalui metode AHP, didapatkan prioritas utama pengelolaan limbah elektronik di SMA Kecamatan Genteng yang diteliti dalam aspek teknis adalah penggunaan barang elektronik sesuai prosedur, pembersihan ruang penyimpanan, dan pemberian label dan simbol limbah B3. Sedangkan prioritas pengelolaan dalam aspek kelembagaan adalah pelatihan pengelolaan limbah B3, perizinan pengelolaan limbah B3 kepada, dan latar belakang pendidikan penanggung jawab pengelolaan limbah B3.

Electronic waste is included in hazardous waste list in Government Regulation 101/2014. If electronic waste is not handled properly, electronic waste has the potential to pollute the environment because electronic waste contains some harmful heavy metals. High School are using various kinds of electronic devices to support learning activities. This research was conducted to obtain data of type dan quantity of electronic waste that generated from high schools, to determine the existing condition of electronic waste management, and to determine the priority of electronic waste management in high schools in Kecamatan Genteng, Surabaya. High schools that be studied in this research were SMAN 1, SMAN 2, SMAN 5, SMA Trimurti, SMA Muhammadiyah 10, SMK Farmasi, dan SMK Rajasa.
Electronic waste data were collected by taking electronic inventory data of waste in each high schools. Data collection of weight, types, and dimensions of electronic waste were collected by direct field observation. Some informations were collected by interview respondents in each high school, and ask the respondents to fulfill the questionnaires. Data were processed with AHP method by using Expert Choice software to get proper electronic waste management priority for each high school.
From the research result, it was found that high schools produced various types of electronic waste such as: CPU, monitor, sound speaker, power supply, outdoorair conditioner. Total amount of stored electronic waste reached 664 units. The rate of electronic waste generation produce by SMA negeri, SMA swasta, and SMK are 0.74 kg/student, 0.13 kg/student, and 0.25 kg/student. The electronic waste has been managed but there are still some inconsistencies in the management of electronic waste when compared to the hazardous waste management regulations. Through AHP method, the main priority of electronic waste management in SMA Kecamatan Genteng investigated in technical aspect are the proper use of electronic goods according to procedure, cleaning of storage space, and applying label and symbol of hazardous waste to the electronic waste. While management priorities in the institutional aspects are training on hazardous waste management to the responsible, hazardous waste management licensing to environmental service, and educational background of responsible management.
