Abstract

Potensi hortikultura khususnya komoditas jeruk di Jawa Timur terus meningkat dari segi produksi. Salah satu kabupaten yang diarahkan untuk sebagai kawasan budidaya jeruk adalah Kabupaten Jember. Di Kabupaten Jember meskipun produksi jeruk meningkat namun petani tidak mendapat hasil yang setimpal karena harga jeruk yang tidak stabil. Sehingga para petani jeruk khususnya di Kecamatan Semboro memiliki keinginan untuk mengembangkan usaha pertanian jeruk yang ada menjadi wisata. Pengembangan usaha agrowisata di Kabupaten Jember sendiri cukup menjanjikan dilihat dari peluang pasar berdasarkan kunjungan wisatawan ke Kabupaten Jember. Selain itu di Kabupaten Jember telah berkembang beberapa agrowisata dengan komoditas – komoditas andalan masing – masing. Oleh karena itu, agar potensi pengembangan agrowisata dapat optimal, maka dilakukan penelitian terkait perumusan arahan pengembangan agrowisata berbasis komoditas jeruk di Kecamatan Semboro, Kabupaten Jember. Terdapat tiga tahapan untuk mencapai tujuan tersebut. Pertama yaitu menganalisis variabel yang berpengaruh terhadap pengembangan agrowisata berbasis komoditas jeruk di Kecamatan Semboro dengan menggunakan content analysis. Kedua, menentukan tingkat potensi pengembangan agrowisata di Kecamatan Semboro berdasarkan bobot pengaruh variabel terhadap pengembangan agrowisata berbasis komoditas jeruk yang dilakukan dengan analisis skoring yang didalamnya juga dilakukan analisis AHP. Tahap terakhir yaitu merumuskan arahan pengembangan agrowisata berbasis komoditas jeruk di Kecamatan Semboro, Kabupaten Jember dengan analisis deskriptif-komparatif. Berdasarkan analisis dan pembahasan yang telah dilakukan dapat diketahui bahwa pada tahap pertama didapatkan 19 variabel yang berpengaruh terhadap pengembangan agrowisata berbasis komoditas jeruk di Kabupaten Jember. Kemudian pada tahap kedua diketahui bahwa Desa Sidomekar termasuk dalam potensi pengembangan agrowisata sangat tinggi sedangkan Desa Semboro termasuk dalam potensi pengembangan agrowisata tinggi. Pada tahap terakhir yaitu merumuskan arahan pengembangan agrowisata di Desa Sidomekar didapatkan arahan dengan fokusan pengembangan produksi dan industri pengolahan pasca panen terkait diversifikasi kegiatan pertanian, pengadaan kegiatan pemberdayaan masyarakat atau sosialisasi kepada kelompok tani, pokdarwis dan masyarakat sekitar untuk pengembangan potensi wisata serta pengembangan dan pelestarian atraksi budaya dan sejarah serta atraksi alam dan penyediaan atraksi buatan untuk menarik wisatawan. ============================================================ The potential of horticulture especially oranges in East Java continuously improves in term of production. One of the regencies directed to be orange cultivation area is Jember Regency, althought orange production improved, the farmers did not get equitable result because the price of oranges was unstable. Therefore, orange farmers, especially in Semboro District had a desire to develop the existing orang farming to be a tourism area. The development of agro-tourism in Jember Regency was quite promising observed from market opportunity based on tourist visit to Jember Regency. Besides that, in Jember Regency, had developed some agro-tourisms with respective mainstay commodities. Therefore, to optimize the agro-tourism development potentials, the research was done related to formulation of direction of agro-tourism development based on orange commodity in Semboro District, Jember Regency. There were three stages to achieve the aim. First, analyzing the variables affecting the development of agro-tourism based on orange commodity in Semboro District using content analysis. Second, determining the level of agro-tourism development potential in Semboro District based on weight of variable effect on agro-tourism development based on orange commodity done using scoring analysis in which Analytical Hierarchy Process (AHP) was also done. The last stage was formulating the direction of agro-tourism development based on orange commodity in Semboro District, Jember Regency using descriptive – comparative analysis. Based on the analysis and discussion done, it was found taht on the first stage, it obtained 19 variables affecting the agrotourism development based on orang commodity in Jember Regency. Then on the second stage, it was found that Sidomekar Village was classified as agro-tourism development with extremely high potential, while Semboro Village was classified as agro-tourism development with high potential. On the last stage in formulating the direction of extremely high agro-tourism development in Sidomekar Village, it obained direction with focus on production development and post-harvest processing industry related to farming activity diversification, social empowerment activity or socialization to farmer groups, tourism-aware groups, and local people to develop the tourism potential as well as to develop and conserve the culture and historical attraction, natural attraction and provide artificial attraction to attract tourists
