Abstract

Performa keuangan PT Boma Bisma Indra (Persero) mulai tahun 2017 sudah menunjukkan kearah peningkatan yang baik yaitu ditunjukkan dengan adanya laba setelah pajak secara positif yang diterima oleh perusahaan. Namun permasalahan keterlambatan penyelesaian proyek masih menjadi permasalahan utama yang dihadapi oleh perusahaan, permasalahan ini dipengaruhi oleh kecukupan modal serta kualitas sumber daya manusia (SDM). Meningkatkan kualitas SDM menjadi tanggungjawab dari Divisi SDM, namun hingga saat ini Divisi SDM masih belum memiliki pengukuran di tingkat divisi oleh karena itu penelitian ini bertujuan untuk merumuskan pengukuran kinerja Divisi SDM berbasis Balanced Scorecard dengan menurunkan langsung dari strategi perusahaan maupun rencana yang terdapat di Rencana Kerja dan Anggaran Perusahaan (RKAP) 2019. Dari hasil penelitian ini, didapatkan sepuluh sasaran strategis Divisi SDM lengkap dengan masing-masing Key Performance Indicator (KPI). Bobot perspektif yang paling tinggi adalah perspektif pelanggan, disusul kemudian perspektif proses bisnis internal, perspektif keuangan dan terakhir adalah perspektif pembelajaran dan pertumbuhan. Pada perspektif pelanggan, bobot sasaran strategis yang paling tinggi adalah peningkatan motivasi karyawan. Pada perspektif proses bisnis internal, bobot tertinggi adalah sasaran strategis perbaikan sistem administrasi SDM berbasis Informasi Teknologi (IT) dan pada perspektif pembelajaran dan pertumbuhan, sasaran strategis dengan bobot tertinggi adalah menyempurnakan sistem peningkatan karir karyawan. Setelah dilakukan penilaian KPI pada tahun 2018, ada lima dari sepuluh KPI yang memiliki nilai pencapaian jauh dibawah target (zona merah), oleh karena itu dirumuskan action plan guna membantu dalam pencapaian target.

The financial performance of PT Boma Bisma Indra (Persero) starting in 2017 has shown a good improvement that is shown by the positive profit after tax received by the company. But the problem of delay in project completion is still the main problem faced by the company, this problem is influenced by capital adequacy and the quality of human resources (HR). Improving the quality of human resources is the responsibility of the HR Division, but until now the HR Division still does not have a measurement for the division level, therefore this study aims to formulate a performance measurement based on the Balanced Scorecard HR Division by directly deriving the company's strategy and plans contained in the Work Plan and Corporate Budget (RKAP) 2019. From the results of this study, ten strategic HR targets were obtained complete with each Key Performance Indicator. The highest perspective weight is the customer's perspective, followed by the internal business process perspective, financial perspective and finally the learning and growth perspective. In the customer's perspective, the highest strategic goal weight is increasing employee motivation. In the perspective of internal business processes, the highest weight is the strategic goal of improving the Information Technology (IT) HR-based administrative system and in the learning and growth perspective, the highest strategic goal is to improve the career system of employees. After the KPI assessment in 2018, there were five out of ten KPIs that had achievement values far below the target (red zone), therefore an action plan was formulated to assist in achieving the target.
