Abstract

Masyarakat Ekonomi ASEAN (MEA) akan diterapkan di kawasan ASEAN
pada tahun 2015. Pelaku industri konstruksi seperti kontraktor akan menghadapi
peluang akibat terbukanya pasar di ASEAN akibat diberlakukannya MEA. Sangat
penting bagi kontraktor untuk memiliki kesadaran dan kesiapan dalam menghadapi
MEA. Tujuan penelitian ini adalah mengetahui bagaimana persepsi kontraktor di
Surabaya terhadap faktor-faktor kesadaran dan kesiapan perusahaan kontraktor
dalam menghadapi MEA.
Penelitian ini menggunakan instrumen kuisioner yang didalamnya terdapat
variabel-variabel tentang kesadaran dan kesiapan kontraktor dalam menghadapi
MEA yang dihubungkan dengan faktor peluang dan ancaman yang ada ketika MEA
diberlakukan berdasarkan persepsi responden. Responden penelitian adalah
manajer perusahaan kontraktor di Surabaya yang memiliki kualifikasi B1 dan B2.
Metode analisis yang digunakan adalah analisis deskriptif
Persepsi perusahaan yang tinggi terhadap faktor kesadaran adalah kesadaran
terhadap latar belakang diberlakukannya MEA. Persepsi perusahaan yang rendah
adalah kesadaran terhadap elemen-elemen regulasi MEA. Faktor kesiapan yang
paling siap ditanggapi berdasarkan persepsi perusahaan adalah dokumentasi atau
rekam jejak perusahaan dari proyek dan tanggung jawab sosial perusahaan.
Sedangkan yang paling tidak siap untuk ditanggapi perusahaan adalah penggunaan
tenaga kerja asing.

ASEAN Economic Community (AEC) will be implemented in ASEAN
region by 2015. Construction industry player like contractors will face the
opportunities due to the market opennes in ASEAN as a result of the enactment of
AEC. It is important for the contractor to have the awareness and readiness toward
AEC. The purpose of this study is to determine the contractor’s perceptions in
awareness and readiness factors toward AEC.
This study used questionnaire assessment that contained variables of
contractor’s awareness and readiness toward AEC associated with factors of
opportunities and threats that exist when AEC applied based on the perception of
respondents. The respondents were manager of contractor companies in Surabaya
which have B1 and B2 qualification. The analytical method used in this research
was descriptive analysis
The awareness with high perception by the company was awareness against
the background of the implementation of AEC. While the awareness factor with
low perception was the awareness of the elements of AEC’s regulation. Readiness
factor that most companies prepared based on company perception was
documentation or track record of the last project and company’s corporate social
responsibility. While the readiness factor that most companies are not prepared was
the use of foreign labor.
