Abstract

Pemecahan masalah kemacetan lalu lintas telah mengarah pada strategi
inovatif dengan konsep Transit Oriented Development (TOD). Konsep ini
mengusung integrasi antara kegiatan yang berkembang di suatu kawasan dengan
titik transit yang melayaninya (pendekatan sistemik). Untuk koridor Surabaya-
Sidoarjo, pergerakan kendaraan pribadi yang tinggi menyebakan kemacetan.
Upaya penanganan yang ada masih terfokus pada peningkatan kapasitas jaringan
jalan yang bersifat parsial dan temporal. Dalam jangka panjang hal ini akan tetap
menimbulkan masalah. Pengembangan angkutan massal di koridor Surabaya-
Sidoarjo di sisi Surabaya, kawasan transitnya sudah dalam tahapan perencanaan
mengusung konsep TOD. Oleh karenanya, perlu dilakukan penelitian yang
mengkaji TOD di sisi Sidoarjo terutama di kawasan transit Stasiun Sidoarjo yang
memiliki bangkitan pergerakan penumpang tertinggi di koridor Surabaya-
Sidoarjo.
Untuk mencapai tujuan tersebut, dilakukan tiga sasaran penelitian, yaitu:
menentukan jenis TOD dengan menggunakan teknik analisis statistik deskriptif,
menganalisis kinerja TOD dengan menggunakan teknik analisis statistik deskriptif
dan analisa walkthrough dan merumuskan konsep pengembangan TOD dengan
teknik analisis triangulasi.
Hasil analisis menunjukkan bahwa Stasiun Sidoarjo berada di level
community centers TOD yang dilayani oleh kereta api (heavy rail) sebagai moda
utamanya. Kinerja kawasan transit ini sebagai kawasan TOD relatif rendah yaitu
23,5%. Dalam upaya meningkatkan kinerja, dirumuskanlah lima konsep
pengembangan TOD di kawasan transit Stasiun Sidoarjo yang diklasifikasikan
berdasarkan tiga aspek. Aspek transportasi meliputi konsep optimalisasi pola
jaringan jalan dan blok kawasan; dan penerapan manajemen lahan parkir yang
ketat dan integrasi antar moda pendukung dan moda utama. Aspek pola
penggunaan lahan melalui konsep optimalisasi keberagaman dan kepadatan
penggunaan lahan. Aspek desain kawasan yang ramah bagi kendaraan nonbermotor
melalui konsep optimalisasi prasarana dan sarana jalur pejalan kaki yang
nyaman dan atraktif dan penyediaan fasilitas bersepeda yang aman dan nyaman di
kawasan transit Stasiun Sidoarjo.

The solving of traffic congestion has led to innovative strategies that
promote the integration of transport system through the concept of Transit
Oriented Development (TOD). TOD is a concept that conveys integration
activities that develops in an area with a transit point that serves them (systemic
approach). For Surabaya-Sidoarjo corridors, the high use of private vehicles
causes congestion problems. The solutions are focused on the enhancement of the
capacity of the road network which are partial and temporal. In the long term it
will continue to cause problems. For the development of mass transit in Surabaya-
Sidoarjo corridor, specifically on the side of Surabaya, the transit area is already
in the planning stages and brings the concept of TOD. Therefore, it is necessary to
study and examine TOD in Sidoarjo side, especially in the transit area of Sidoarjo
station, which has the highest passenger movement in the Surabaya-Sidoarjo
corridor.
To achieve the objectives of the study, there are three research targets,
namely determining the type of TOD using descriptive statistical analysis
techniques, analyzing the performance of TOD using descriptive statistical
analysis techniques and analysis walkthrough, and formulating TOD development
concept using triangulation analysis techniques.
The analysis showed that Sidoarjo Station is TOD community centers
served by heavy rails as its main mode. The performance of transit area of
Sidoarjo station as TOD region is relatively low at 23.5%. To increase the
performance, five TOD concept developments in the transit area of Sidoarjo
Station are formulated and classified on three aspects. First transportation aspect
consists of optimization of the pattern of the road network and regional blocks;
and implementation of strict management of parking lots and integration of the
supporting modes and the main mode in this transit area. Land use aspect is
optimization of the diversity and density of land use. Non-motorized friendly
design consists of optimization of infrastructure and facilities for a comfortable
and attractive pedestrian path; and provision of safe and comfortable cycling
facilities in transit area of Sidoarjo Station.
