Abstract

But the development of such applications do not necessarily correspond with the entire community of Surabaya. This is because not all people follow the development of egovernment technologies that exist. On the other hand, the success of an innovation (in this case the e-government) is not only measured by how sophisticated these innovations but rather how these innovations can be accepted by society. Therefore, in order to attempt to do the Surabaya City Government in developing successful e-government, the government needs to pay attention to the harmony between technology and society in order to avoid a gap that led to the denial of public services-based e-government. This study aims to determine the development strategy of public services chosen by the people of Surabaya, whether e-government system that directs people to services that are fully accessible via the internet (online) traditional system that requires people to come to the office to interact with officers directly in getting public services. Thus, the research is expected to help the government in providing the results of the evaluation in the field related to e-government development strategy that has been done so that later the purpose of development and implementation of e-government in Surabaya succeed
