Abstract
Jumlah pergerakan pesawat pada bandara semakin tahun
semakin meningkat akibat dari jumlah penumpang yang akan
menggunakan transportasi udara yang selalu tumbuh. Akan tetapi
runway suatu bandara mempunyai kapasitas tertentu untuk
menampung pergerakan pesawat yang akan menggunakan
runway tersebut. Apabila jumlah pergerakan pesawat melebihi
dari kapasitas runway yang telah ditentukan akan mengakibatkan
terjadinya tundaan pergerakan pesawat. Salah satu solusinya
adalah dengan penambahan parallel runway.
Tugas akhir ini mencoba untuk memberikan simulasi dari
dua parallel runway untuk mendapatkan kapasitas yang paling
maksimum. Di dalam tugas akhir ini ditinjau mengenai penentuan
pola distribusi kedatangan dan keberangkatan, penentuan
airspace separation criteria, penentuan segregated operation,
penentuan ROT, penentuan aircraft mix, dan penentuan headway.
Dari tinjauan yang dilakukan, dicoba simulasi sampai
menemukan hasil yang maksimum untuk menetapkan kapasitas
runway. Dengan adanya simulasi ini diharapkan dapat menjadi
model bagi bandara - bandara yang akan menambah parallel
runway.
Dalam tugas akhir ini didapatkan komposisi maksimum
untuk tiap kategori pesawat pada dua parallel runway sistem
independent arrivals dan independent departure dengan jarak 4300 ft. Perhitungan simulasi dengan memakai persentase
komposisi pesawat dominan kategori C didapatkan kapasitas
maksimum parallel runway untuk kedatangan saja (arrival only)
sebesar 78 operasi per jam, keberangkatan saja (departure only)
sebesar 102 operasi per jam, dan operasi campuran (mixed)
sebesar 88 operasi per jam dengan komposisi kategori B: 10%,
kategori C: 70%, dan kategori D : 20%.

The number of aircraft movement in airport increases due
to increasing demand on aircraft passengers. However, a runway
has a limited capacity to accomodate the aircraft movement. If
the number of aircraft movements is greater than the runway
capacity, the aircraft have to queue and delay the takeoff or
landing process. One of the solution is providing an additional
parallel runway.
This final project attempted to design a simulation
program to obtain the possible maximum parallel runway
capacity. The development of simulation program considered a
distribution pattern of arrival and departure aircraft, aircraft mix
composition, and arrival-departure separaration rule. The
simulation program was running until the maximum capacity was
achieved by changing the percentage of each category of aircrafts
operated in Juanda. The simulation program is expected to be a
model for the airports which are intended to have a new parallel
runway.
The results of this simulation program obtained based on
the designed parallel runway with the separation distance of 4300
ft. The maximum capacity was achieved for three different
operation types, which were arrival only for 78 operation per
hour, departure only for 102 operation per hour and mix
operation for 88 operation per hour. These capacity was provided for aircraft composition as follows: category B: 10%, category C:
70%, and category D: 20%
