Abstract

Pelayanan publik dan penyediaan infrastruktur sanitasi yang layak dan berkelanjutan merupakan salah satu kebutuhan dasar bagi masyarakat, sesuai dengan Sustainable Development Goal (SDG’s) tahun 2030 dan Rencana Pembangunan Jangka Menengah (RPJMN) tahun 2020-2024, Pemerintah Indonesia telah menetapkan untuk memenuhi akses sanitasi layak 90% (termasuk 15% akses sanitasi aman) pada tahun 2024. Hal ini menekankan pentingnya optimalisasi akses sanitasi layak yang memenuhi syarat kesehatan dan akses sanitasi aman yang terhubung pada SPAL atau tangki septik serta melakukan penyedotan dan pembuangan ke IPLT setiap 3 tahun oleh operator pengelola. Dalam melakukan pelayanan, operator pengelola mengalami kendala karena belum memiliki data pelanggan dan sistem pengaturan pelayanan secara online sehingga perlu melakukan pengembangan sistem. Tujuan dari penelitian ini adalah mengetahui kebutuhan pengembangan sistem informasi pengelolaan air limbah domestik di Kabupaten Gresik melalui proses requirements engineering dan pendekatan penilaian risiko. Proses Requirements Engineering (RE) menggunakan standar ISO/IEC/IEEE 29148-2018 dan Risk Assessment (RA) menggunakan standar ISO 31000. Penelitian ini menghasilkan 9 modul layanan dalam proses RE, 10 langkah mitigasi risiko dan 15 langkah kontinjensi risiko dari 5 variabel risiko yang masuk kategori tinggi dalam proses RA. Proses menggabungkan modul layanan dengan pendekatan Enterprise Resource Planning (ERP) pada tier pertama menghasilkan tampilan muka aplikasi android dan web pengelola dengan menggunakan branding layanan GO-PLOONG sebagai inovasi Kabupaten Gresik.

Public services and provision of proper and sustainable sanitation infrastructure are one of the basic needs of the community, according to the Sustainable Development Goal (SDG's) for 2030 and the Medium Term Development Plan (RPJMN) 2020-2024, the Government of Indonesia has determined to fulfill access to proper sanitation 90% (including 15% access to safe sanitation) by 2024. This emphasizes the importance of optimizing access to proper sanitation that meets health requirements and access to safe sanitation which is connected to a SPAL or septic tank as well as desludging and disposal to the IPLT every 3 years by the management operator. In carrying out services, the management operator experiences problems because they do not have customer data and an online service management system so they need to carry out system development. The purpose of this study is to determine the need for the development of an information system for domestic wastewater management in Gresik Regency through a requirements engineering process and a risk assessment approach. The Requirements Engineering (RE) process uses the ISO/IEC/IEEE29148-2018 standards and the Risk Assessment (RA) uses the ISO31000 standard. This research produces 9 service modules in the RE process, 10 risk mitigation steps and 15 risk contingency steps from 5 variables. risk that is categorized as high in the RA process. The process of combining a service module with an Enterprise Resource Planning (ERP) approach in the first tier produces an android application interface and a web manager using GO-PLOONG service branding as an innovation in Gresik Regency.
