Abstract

Public Private Partnership (PPP) adalah suatu kerjasama antara pihak publik yaitu pemerintah dengan pihak privat yaitu swasta untuk menyediakan infrastruktur atau fasilitas umum keperluan masyarakat. Di Indonesia istilah yang digunakan adalah Kerjasama Pemerintah dengan Badan Usaha (KPBU) karena tidak hanya melibatkan swasta sebagai pihak privat, tetapi juga badan usaha lainnya seperti BUMN maupun BUMD. Salah satu keuntungan penggunaan skema KPBU adalah dapat dilakukannya pembagian risiko antara sektor pemerintah dan badan usaha serta untuk memanfaatkan keahlian dan efisiensi yang dimiliki oleh badan usaha. Namun dalam implementasinya, masih ada tantangan yang menghalangi proses implementasi KPBU dapat berjalan dengan lancar. Tujuan dari penelitian ini adalah untuk mengkonfirmasi tantangan yang paling berpengaruh dalam implementasi KPBU di Indonesia. Oleh karena itu, pada penelitian ini dilakukan identifikasi tantangan yang dihadapi dalam implementasi PPP melalui studi literature. Tantangan yang sudah diidentifikasi tersebut kemudian diolah menjadi variabel yang digunakan dalam penelitian ini. Variabel tersebut kemudian dikonfirmasikan kepada responden yang memenuhi kriteria melalui penyebaran kuesioner secara online. Temuan didasarkan pada data yang dikumpulkan melalui survei terhadap 55 pemerintah atau badan usaha yang terlibat dalam implementasi proyek KPBU di Indonesia. Data tersebut diolah dengan menggunakan analisis t-test independen untuk mengetahui perbedaan perspektif antara pemerintah dengan badan usaha. Hasil penelitian menunjukkan bahwa kompleksitas atau tingkat kesulitan proyek merupakan tantangan yang paling berpengaruh signifikan dalam implementasi proyek yang menggunakan skema KPBU di Indonesia. Hasil penelitian juga menunjukkan adanya perbedaan tingkat kepentingan pemerintah dengan badan usaha atas mayoritas variabel yang digunakan dalam penelitian. Temuan penelitian ini mempunyai implikasi bagi pemerintah, badan usaha, dan pihak terkait lainnya, sehingga dapat mengetahui tingkat kepentingan pihak yang terlibat dan dapat mengantisipasi tantangan dalam implementasi proyek KPBU.

Public Private Partnership (PPP) is a collaboration between the public, namely the government and the private sector, namely the private company to provide infrastructure or public facilities for the needs of the community. In Indonesia the term used is Government Cooperation with Business Entities (GCBE - KPBU) because it does not only involve the private company as a private party, but also other business entities such as BUMN and BUMD. One of the advantages of using the PPP scheme is that it allows risk sharing between the government sector and business entities and to take advantage of the expertise and efficiency of the business entity. However, in its implementation, there are still challenges that prevent the PPP implementation process from running smoothly. The aim of this study is to confirm the most influential challenges in KPBU implementation in Indonesia. Therefore, this study identifies the challenges faced in KPBU implementation through literature studies. The identified challenges are then processed into variables used in this study. These variables are then confirmed to respondents who meet the criteria through online questionnaires. The findings are based on data collected through a survey of 55 governments or business entities involved in KPBU project implementation in Indonesia. The data is processed using independent t-test analysis to determine differences in perspectives between the government and business entities. The results show that the complexity or level of difficulty of the project is the most significant challenge in implementing projects using the KPBU scheme in Indonesia. The results also show that there are differences in the level of interest between the government and business entities on the majority of the variables used in the study. The findings of this study have implications for the government, business entities, and other related parties, so that they can find out the level of interest of the parties involved and can anticipate challenges in KPBU project implementation.
