Abstract

Indonesia merupakan negara agraris yang perkembangan ekonominya didukung melalui sektor pertanian yaitu salah satunya kelapa sawit, yang merupakan tanaman penghasil minyak yang hasil olahannya digunakan pada banyak sektor industri. Setiap tahunnya, produksi minyak kelapa sawit mentah (CPO) semakin meningkat dikarenakan kebutuhan CPO baik dalam negeri maupun luar negeri semakin besar. Selain itu pemerintah juga membuat kebijakan hilirisasi industri minyak sawit Indonesia untuk membantu Indonesia menjadi produsen terbesar produk turunan dari CPO. Dengan adanya peluang pada produk turunan CPO, sehingga dirancang pabrik olein (minyak goreng) dengan kapasitas 370.000 ton/tahun yang dibagi menjadi olein premium dan olein reguler dengan bahan baku crude palm oil (CPO). Pabrik direncanakan mulai konstruksi di Kabupaten Asahan, Sumatera Utara pada tahun 2023. Metode yang digunakan untuk mengolah bahan baku CPO menjadi olein (minyak goreng) premium dan reguler adalah physical refinery dan dry fractionation. Proses refinery dimulai dengan degumming dengan penambahan asam fosfat, kemudian proses bleaching dengan penambahan bleaching earth, lalu filtrasi dan deodorisasi. Sementara fraksinasi terdiri dari kristalisasi dan filtrasi untuk memisahkan fasa cair (olein) dan fasa padat (stearin). Stearin diolah lebih lanjut menjadi produk margarin. Pabrik berbentuk perseroan terbatas dengan kebutuhan CPO sebesar 653.503,82 ton/tahun. Total investasi pabrik senilai Rp 766.306.783.110,6 dan total biaya produksi Rp 5.866.275.207.915,7. Perkiraan hasil penjualan untuk kapasitas pabrik 100% senilai Rp 7.261.602.636.32 per tahun. Analisa ekonomi menghasilkan internal rate of return (IRR) senilai 54,72% dan pay out time (POT) pada 1,45 tahun sehingga pabrik layak didirikan.

Indonesia is an agricultural country which its economic development is supported by the agriculture sector. One of the sectors is through palm oil. Each year, the crude palm oil (CPO) production in Indonesia is increasing. This is because of the national and international demand of CPO that is increasing. Thus, the government has implemented the CPO downstream policy. With this policy, therefore the olein plant with the capacity of 370.000 ton/year is designed. This plant is designed to produce two products, which are premium and regular olein. This plant is scheduled to be constructed in 2023 and to be located in Asahan Regency, North Sumatera. The methods used to produce olein from CPO are physical refinery and dry fractionation. The refinery process is started with degumming with the addition of phosphoric acid, then bleaching with the addition of bleaching earth. Then it continues to filtration and deodorization. For fractionation process, this consists of two processes, which are crystallization and filtration. The filtration is conducted to separate the liquid phase (olein) from the solid phase (stearin). Stearin is then processed further to produce margarine. This plant is a limited company with CPO requirements of 653.503,82 ton/year. The total plant investment is Rp 766.306.783.110,6 and the total production cost is Rp 5.866.275.207.915,7. The estimated sales for 100% plant capacity is Rp 7.261.602.636.32 per year. The economic analysis results in internal rate of return (IRR) of 54,72% and 1,45 year of pay out time (POT). Therefore, this plant is feasible to be constructed.
