Abstract

Indonesia dewasa ini semakin serius dalam memanfaatkan tren pariwisata ramah muslim dunia sebagai peluang strategis dalam membangun kemajuan iklim pariwisata nasional. Pemerintah Repulik Indonesia telah menetapkan 10 wilayah pengembangan pariwisata ramah muslim, dengan kecenderungan latar belakang “keislaman” yang kuat. Faktanya, kunjungan wisatawan muslim dunia ke Indonesia rupanya tidak hanya terkonsentrasi pada 10 wilayah pengembangan pariwisata ramah muslim saja, tetapi juga destinasi wisata lainnya dengan latar belakang sosial-budaya Islam dalam skala minoritas, contohnya Bali. Salah satu kawasan pariwisata di Bali, Kawasan Pariwisata Ubud, banyak direkomendasikan sebagai destinasi wisata yang baik untuk dikunjungi oleh pelancong muslim ditinjau dari segi daya tarik wisata dan fasilitas pendukung pariwisata. Fakta tersebut telah membentuk dugaan bahwa Kawasan Pariwisata Ubud berpotensi untuk dikembangkan sebagai destinasi wisata ramah muslim. Oleh karena itu, dibutuhkan gambaran potensi dan masalah yang kemudian menjadi masukan dalam perumusan strategi guna mewujudkan Kawasan Pariwisata Ubud sebagai destinasi wisata ramah muslim di Indonesia.

Tujuan dari penelitian ini adalah untuk menyusun strategi pengembangan Kawasan Pariwisata Ubud sebagai destinasi wisata ramah muslim di Indonesia. Untuk mewujudkan tujuan penelitian ini, dilakukan 3 tahap sasaran, meliputi: 1) mengidentifikasi gambaran umum kondisi eksisting kepariwisataan Kawasan Pariwisata Ubud dalam bingkai pariwisata ramah muslim berdasarkan persepsi dan perilaku wisatawan muslim menggunakan metode content analysis (CA); 2) merumuskan potensi dan kendala Kawasan Pariwisata Ubud sebagai destinasi wisata ramah muslim di Indonesia menggunakan teknik analisis deskriptif kualitatif; dan 3) merumuskan strategi pengembangan Kawasan Pariwisata Ubud sebagai destinasi wisata ramah muslim di Indonesia menggunakan teknik analisis SWOT.

Penelitian ini menggunakan 4 indikator dalam pengembangan pariwisata ramah muslim, yakni indikator atraksi/daya tarik wisata (meliputi variabel: daya tarik wisata alam, budaya, maupun buatan manusia), amenitas (meliputi variabel: akomodasi penginapan ramah muslim; restoran/penyedia makanan dan minuman halal; dan fasilitas peribadatan (masjid/musala)), aksesibilitas (meliputi variabel: infrastruktur jalan; moda transportasi; dan jaringan telekomunikasi), dan tambahan (meliputi variabel: pemerintah; keramahan masyarakat; pemasaran; pemandu wisata; agen perjalanan wisata; kedatangan wisatawan muslim domestik; dan kedatangan wisatawan muslim mancanegara). Dari variabel-variabel tersebut, dilakukan analisis-analisis lebih lanjut hingga dihasilkan 28 strategi pengembangan Kawasan Pariwisata Ubud sebagai destinasi wisata ramah muslim di Indonesia.

Indonesia today is getting serious about taking advantage of the trend of world Muslim-friendly tourism as a strategic opportunity in building the progress of the national tourism climate. The Government of the Republic of Indonesia has established 10 Muslim-friendly tourism development areas, with a strong "Islamic" background tendency. In fact, the visits of world Muslim tourists to Indonesia are apparently not only concentrated in 10 Muslim-friendly tourism development areas, but also other tourist destinations with Islamic socio-cultural backgrounds on a minority scale, for example Bali. One of the tourism areas in Bali, the Ubud Tourism Area, is widely recommended as a good tourist destination to be visited by Muslim travelers in terms of tourist attraction and tourism support facilities. This fact has formed the notion that the Ubud Tourism Area has the potential to be developed as a Muslim-friendly tourist destination. Therefore, the potentials and problems is needed which then becomes input in the formulation of strategies to realize the Ubud Tourism Area as a Muslim-friendly tourist destination in Indonesia.

The purpose of this study is to formulate a strategy for developing the Ubud Tourism Area as a Muslim-friendly tourist destination in Indonesia. To realize the purpose of this study, 3 stages were carried out, including: 1) identify the existing tourism conditions in the Ubud Tourism Area within the framework of Muslim-friendly tourism based on the perceptions and behavior of Muslim tourists using the content analysis (CA) method; 2) formulate the potential and constraints of the Ubud Tourism Area as a Muslim-friendly tourist destination in Indonesia using qualitative-descriptive analysis method; and 3) formulate a strategy for developing the Ubud Tourism Area as a Muslim-friendly tourist destination in Indonesia using SWOT analysis method.

This study uses 4 indicators in the development of Muslim-friendly tourism, namely attractions (covering variables: natural, cultural, and man-made tourist attractions), amenities (including variables: Muslim-friendly lodging accommodations; halal food and beverage providers/restaurants; and worship facilities (mosques/musalas)), accessibilities (includes variables: road infrastructure; transportation modes; and telecommunication networks), and ancillaries (includes variables: government; local community friendliness; marketing; tour guides; travel agents; the arrival of domestic Muslim tourists; and the arrival of foreign Muslim tourists). From these variables, further analyzes were carried out to produce 28 strategies for developing the Ubud Tourism Area as a Muslim-friendly tourist destination in Indonesia.
